Technically, the agency responsible for reunification (HHS, but it could also involve Homeless Security and possibly ICE) and their respective heads would first be held to be in contempt of court. If an individual is found in contempt, they’re subject to a fine, possibly jail, but when an agency of the Federal Government is found in contempt by a federal judge, it gets dicey and no one really has a definitive answer as to what happens.
