Why is Tamil Nadu not accepting water from Kerala in the wake of floods?

I think the issue is misunderstood.Eastern Slope of Western Ghats is in TN majorly and Western Slope is in Kerala majorly.The issue was about Mullai Periyar. It is a Peculiar dam. It stops the flow of the river western wards and redirect the water through Tunnels eastern wards to TN. TN Govt always said that the real threat for Kerala is Idukki Dam. Idukki is Gigantic with a capacity of 75 TMC vs Mullai Periyar 11.6 TMC ( at 142 feet ).Original height of Mullai Periyar was 152 feet. But, due to concerns from Kerala it was reduced further and further from 1980s. It was kept at 132 feet for a long time. TN won its side in Supreme Court to store water up to 142 feet after several rounds of inspection by Technical Committee.After all these rain, Mullai Periyar just now got filled as its Catchment area is very small compared to Idukki Dam. Kerala CM requested TN to reduce the level 139 feet and divert water to TN in the wake of flood. Now, TN Govt got into dilemma. If it reduce the level suddenly, it may carry a wrong message or more worse create Panic in Kerala. So, it was hesitant. But, after talks TN agreed to divert flood water into TN.And about other basins, Water from Upper Kerala i.e. Nilgiris ( Kabini Basin ) enters into TN through Karnataka. Cauvery is at its brim now. Karnataka opened its KRS surplus too. As of now, more than Two lakhs cusecs are flowing in Cauvery in TN ( Surplus water from KA + flood water from Kerala + flood water from Bhavani ). Low lying regions of Six districts are in alert now.Same case with Bhavani too. Bhavani merges with Cauvery. Tamirabharani is also running in full Brim. Almost 90% of the dams in TN are in full Capacity now.As of now, there is no big rain in Coastal regions of TN. But, there is a forecast. If it is going to be big, TN will face heavy floods. Now, TN Govt has put its dept in high alert.Cauvery floods: Districts put on alertKanniyakumari,TN is under floods now as it is also bearing the brunt of heavy rain.TN and Kerala can’t survive without one another practically. News from Kerala is really heart breaking. TN is ready to help Kerala in all possible ways.Update :It is very unfortunate that in this situation, unnecessary political blame game is going on. ( Mullai Periyar prevented nearly 15,000 cusecs reaching Idukki Dam. So, that there won’t be any need for release of huge volume of water once it reached 142 feet. ( The letter is not about the safety of the dam. Kerala CM wanted to release water in controllable manner and keep a cushion of 3 feet. So that Mullai Periyar can help regulate )"Because of the heavy rainfall in the state, the water levels at the Mullaperiyar dam has reached 142 feet. When water is suddenly released from 142 feet, there are chances that it will create a lot of damages. So more water needs to be released in an effective manner. Therefore, the water level in the dam should be controlled, taking into consideration, the safety of the dam," CM Pinarayi Vijayan said.Kerala CM writes to TN CM on Mullaperiyar dam, says water level should be brought downOn Aug 16, TN CM wrote back to Kerala CM saying that flood water is diverted to Vaigai Basin, Tamil Nadu side, to the maximum extent possible through tunnel. So, that Kerala side will receive less flood water ( I personally felt the letter would have been written better avoiding unnecessary things. TN CM would have directly called and sorted out it and may brought down water level to 139 feet. It would have given a Psychological relief to Kerala people. )Then things were sorted out between both the CMs with the help of HMO. Case was filed in Supreme Court and Media blown the issue out of proportion.1600 cusecs ( maximum capacity of the tunnel ) were withdrawn from the dam to TN side and an additional 700 cusecs through forebay dam.Rest of the inflow is sent down to Idukki to maintain 139 feet.Third time in 4 yrs, Mullaperiyar reservoir reaches full capacityI feel very bad how wrong information can spread hatred and rumors. In this situation both the states should work together not allowing petty politics to take place.Update 2 :Kerala said in SC that Mullai Periyar was the reason for floods. I feel that the statement is not only against facts but also paining ( and also irresponsible creating enmity between people of the two states ).Kerala State Disaster Management Authority - KSDMA has updated Dams level on hour by hour basis.Flood started in August 10 itself. Kerala Govt asked TN to open Mullai Periyar on 14 Aug. TN refused and opened it only on Aug 15 2:30 AM.
