Why is DMV staff often rude to customers?

Low pay and high stress. It’s a bad combination.Now, I can hear the groans of disbelief already. Surely these are cushy government jobs with decent pay and phenomenal benefits. And stress? How bad can it be filling out paperwork?I used to think that too. But when I was in my early 20s, I interviewed for and was offered a position with a local BMV office in Indiana. I did not accept the position once I learned what the pay was. I don’t remember exactly now, but it was less than $5.00 an hour. Even today, the hourly rate there is around $11.00. That’s $440 per week, $1,907.00 per month, or $22,880 annually….before taxes. That’s pretty hard to live on. Why is the pay so low? Because in many states, the state government authorizes deputy registrars to run at least some of the local branches. So these branches are privately run and the employees are not state employees.And the stress? Usually the branch offices are understaffed, meaning that there is a line all day. Lines make customers cranky and make the employees feel like they never get a break. In some agencies, the employees are timed and expected to serve X number of customers per hour; answering lots of questions is killing their average and tends to make them short with people.But I’m guessing the main reason they are stressed is that they are dealing with the public and a lot of the time they have to tell the customers things that aren’t going to make the customers very happy. People here in the U.S. tend to think of driving as more of a right than a privilege. If, for some reason, that right is impinged upon, there are quite a few otherwise upstanding citizens that will not deal with it well. And where do these unhappy citizens vent their displeasure? On the DMV employee who is not doing what they came for, of course.DMV employees are put in the unenviable position of telling people things that will make them angry multiple times per day. Understandably, after taking off time from work and waiting in line, no one wants to hear, “Your license is suspended” or “You must first pay a reinstatement fee of $500 before you can renew your license” or “You are going to have to retake your driving test…and the first day available is next Tuesday” or “I cannot accept your insurance card as proof of valid insurance” or “There is an outstanding warrant for your arrest” or “You now have 10 points on your license’’ or “You have to go to “X” Court and clear up an unpaid ticket before you can renew your tags.” Very often, their frustration is taken out on the DMV employee who has had a line in front of her since she arrived, has already been sworn at several times that day, who is powerless to change the offending rule, and who just feels that she is not paid anywhere near enough to deal with the crap she takes all day, every day.Having said all that…the employees at the BMV near my house are always polite and I’ve never had a bad experience there. And for that I am very grateful. But if they weren’t? While I’d still consider it unprofessional, I think I just might understand why.
