Well, I am from India and I do complain about such people to Blue Cross India(Dogs welfare association) and they were always ready to help. I am sure NYC would have a community for the welfare of dogs.Yes, you could complain to Humane Society New York. Hope this helps the dogs in your neighbourhood.I appreciate your care for them. :)

When you think of Costa Rica, where I am from, you probably expect to see something like this:And not this:Yet these are the two sides of our country. And since you asked, let me elaborate on the “not this” part.Absurdly expensive even for locals. Expect to find prices for everything on par with those of NYC and Paris and subpar/nonexistent customer service. Meanwhile we have to make do with 1/4 of the average New Yorker or Parisian wage. You can cut costs of course, but that usually means more work and less fun. If you don’t look like us you’re likely gonna pay about 50% more for everything. Oh, and hope you like paying about $5 per gallon of gas, courtesy of our bureaucratic state monopoly.Crappy public transportation. There’s one reason why everyone and their mother seem to have a car in Costa Rica, and that’s a pretty much neglected, unsafe and unreliable public transport system. Expect L.A-size gridlocks and traffic jams pretty much all over the Central Valley at most every time of the day. And I’d honestly not recommend any tourist visitor to rent a car here - besides our crappy and run-down roads, having to deal with kamikaze drivers and jams all over… just book a tour with transportation included.Rampant insecurity. This is an old one and we’re certainly not the only ones to have it nor the worst case around, but it still hurts and badly so. Tourists are routinely pickpocketed or robbed, they need to watch for their belongings at all times everywhere and try to “blend in” as much as possible. Discretion, here and in most over places around the world, pays off. Immigration from impoverished neighboring countries has often been marked as the main insecurity culprit, but these days I think drugs have to do more with it. Our houses look like sort of mini-prisons due to this. The country is being used as a bridge for international drug trafficking, poverty levels are still at 23% and unemployment at 10% (and rising). The inequality gap between the have-alls and have-nots has skyrocketed in the last ten years. All of these factors put the country’s security in a teetering balance.Our main city (and valley) is a giant wasteland. Short of a few buildings which were built about 100 years ago, there’s nothing for tourists to see here (at least not yet). Yet this is where most of us get to work and live. San Jose, the capitol city, has been a nondescript, gritty, dirty, run-down place for years, pretty much like NYC was in the 1980s, and although there have been lots of efforts to counter this, there is still a lot of work to do. Maybe in a couple of decades things will be different. Besides, tourists don’t come to see us but the volcanoes and beaches instead :)A good thing of these questions, though, is to learn that no country in the world is ever perfect, and that we as human societies are pretty much a work in progress everywhere.
