Every industrial organisation requires material to carry out operations. The section which requires particular material is called indenting section. The indenting section after approval from concerned authorities prepares purchase requisition and places indent to Materials Management (MM) section. MMO then gets the tender published if it is an open tender or sends RFQs to suppliers if it is a limited tender. In response the prospective suppliers send their quotations. MMO opens the tender, prepares comparative statement of prices and commercial and technical terms and conditions. If the quotation of lowest bidder is technically and commercially acceptable, MMO places a purchase order setting out the quantity and conditions of supply of material. Engineers recruited through UPSC ESE enters into CPWD in two cadres- Central Engineering Services (CES), Group-A and Central Electrical & Mechanical Engineering Services (CE&MES), Group-A. Initial posting of CES and CE&MES Engineers are done as Assistant Executive Engineer (Civil) and Assistant Executive Engineer (Electrical) respectively. They are provided training in National CPWD Training Institute, Gaziabad for 32 weeks. After that, they are generally posted as Assistant Executive Engineer (Admin.), however some are also posted in field under Executive Engineer.They get promoted to the post of Executive Engineer after 5–6 years. Executive Engineer is very important and crucial post. Executive Engineer works as Engineer-in-charge in most of the construction/maintenance works. Most of the tenders are called by Executive Engineer (some are called by Assistant Engineer and Assistant Executive Engineer also)and agreement is made with contractor. All bills of contractor for the work done is paid by the office of Executive Engineer. A lot of financial transactions from the office of Executive Engineer makes the post of Executive Engineer very responsible.Then, Executive Engineer gets promoted to the post of Superintending Engineer. Superintending Engineer and above posts have a common command for both Civil and Electrical. Then Superintending Engineer gets promoted to the post of Chief Engineer. There is no inter-reporting between Superintending Engineer and Chief Engineer. Executive Engineer (Electrical) and Executive Engineer (Civil) both reports to the Superintending Engineer or Chief Engineer (Whoever is having jurisdiction). Every AEE generally reaches at least upto the post of Chief Engineer.Work of Engineers in CPWD is focused on :Sending preliminary estimates to clients on their requisition.After getting Administrative Approval and Expenditure Sanction from the client, Detailed Estimate is prepared for getting technical sanction by competent authority of CPWD and calling e-tender.Award of work to the L-1 contractor (if amount quoted is within 5% of justified amount).Getting work executed by the contractor as per the agreement and specifications of CPWD.Checking measurements of work done and bills raised by contractor.Passing bill by the office of Executive Engineer and payment to the contractor.Besides above, an important work is to meet with different clients.
