Follow these steps:1.Download the application form for transcripts from BPUT website.2.Make a covering letter to the director/principal of your college stating the reasons why you require the transcripts3.Make Demand Draft according to the number of transcripts required.4.Take a printout of the admission requirements of the colleges to which you want to apply.5.Staple the covering letter,application form(downloaded form BPUT website), demand draft and admission requirement of the foreign universities you are applying to.6. Go to your college and get the covering letter and application form duly signed and stamped by your college principal/director.7.Make a photocopy (xerox) of all documents.8.Go to Rourkela BPUT Office and submit the application form along with the covering letter , demand draft and printout of the admission requirement of the foreign university you are applying to9.Submit the documents and get a received signature from the BPUT official on your xerox copy.10.Go to BPUT, Rourkela after 25-30 days along with A4 size envelopes11.Show BPUT official the Signed XEROX copy.12.The BPUT official will put the transcripts into A4 size envelopes and seal it.If you are unable to apply in person,then you must provide an authorization letter and a copy of you registration card to the person who will apply for transcripts on your behalf.

The Training Division, Department of Personnel and Training, Government of India shall be sponsoring the names of suitable officers for undergoing long/short term training abroad in various selected universities/institutes under the Domestic Funding of Foreign Training (DFFT) Scheme. By virtue of this scheme, Officers are selected and sent to various universities purely by virtue of a procedure of selection determined by the Government of India. No other exam (like the GRE/GMAT) need to be written. A fixed number of seats in these Universities are blocked for the nominees of the Government of India every year (in the same way that they are blocked for nominees of the Governments of other countries).A circular is issued every year in the month of March specifying the list of long term and short term courses which are supported in the ensuing Financial Year. For example, the list of courses available for government support in the Financial Year 2016–17 is circulated for online application in the month of March 2016.The facility of DFFT is applicable to the officers belonging to the Indian Administrative Service, Central Secretariat Service, State Civil Service, Central Secretariat Stenographers Service (Gazetted) (CSSS), irrespective of their place of posting and to the Officers belonging to other AIS(IPS and IFoS) and the organized Group ‘A’ Central Civil Services (IRS, IRTS, IRAS etc.), who are holding posts on deputation under the Central Staffing Scheme of DOPT. There is a certain amount of disparity in terms of treatment of IAS/CSS and all other services in this issue. This is because of the fact that for all services other than the IAS and CSS, being on deputation at New Delhi is an important pre-requisite for being eligible for the domestic funding of foreign training.The minimum service required for officers to be eligible for this programme is between 7 to 9 years.There are various criteria that are to be met to be considered for this programme, for example, seniority, foreign training deficit, SC/ST and performance grading in the previous years.The Cambridge University, UK, University of California, Berkeley, Duke University, USA, The National School of Government, France, Harvard University, Oxford University, John Hopkins University and IACA, Vienna are some of the Universities covered under this Programme.One of the most important aspects of this programme is that, for the long term training programmes at Harvard, Oxford and Cambridge, Officers can apply on their own to these Universities, and if they get selected on their individual merit after scoring in the GMAT, the Government of India will bear the expenses of education.The circular of the Department of Personnel and Training is pretty detailed in this regard and can be found here http://persmin.gov.in/dfft/CircularDFFT2016-17.pdf
