Perth CBD (Central Business District) is a small area whose approximate boundaries are the Swan River to the south, Mitchell Freeway to the west, the railway to the north, and Barrack Street to the east. The main street for business, banking, law, and anything else you might have to put on a suit for, is St George's Terrace which runs through the middle of the CBD. It is important to note that the CBD is not an officially delineated zone. It is what you might refer to as 'city centre', 'main street', 'downtown', etc.The CBD is not to be confused with the City of Perth, which I believe is the area you are referring to. A city here is a local government zone, similar to a rural shire. Each city has its own council, and is made up of suburbs, which in other countries may be called a 'borough', 'district', 'precinct', and so on. Cities are sometimes called towns, and suburbs can also be referred to as localities, just to add to the fun. The City of Perth is made up of the CBD and Northbridge - the arty, cultural, and nightlife area - which sits just north of the railway line. Northbridge is also part of the City of Vincent, which lies to the north.In case you are wondering, I am genuinely trying not to get too pedantic about areas and zones and borders and so forth, because you only really need to worry about those if you are looking to move within the intake zone of a specific public school.But if you find all this overly complicated, don't stress. Perth contains over 350 suburbs spread across 30 separate councils. So, although our city centre is quite petite, in contrast Perth as a whole (a.k.a. the Metropolitan Area) is a sprawling conurbation whose 'corridors' along the northern and southern freeways extend for more than 125km along the coastline. Our metropolitan population of 2.14 million is similar to that of Havana, Cuba, yet resides on a footprint nearly 9 times bigger (6418 km² versus 728 km²). And with new suburbs being created each year as the ‘corridors' begin to spread inland to contain our ever expanding population, nobody expects you to have heard of them all, let alone be able to point them out on a map. Even people born here wouldn't be able to tell you where such-and-such is, particularly if it lies on the Other Side Of The River (and that's a topic for another day…)

There were certainly some of the abuses you mention. Not only rotten boroughs, but huge new industrial cities with virtually nil representation in parliament. However, the ruling classes then did not equate a parliamentary system with democracy, although, increasingly, those whose interests were not represented in parliament were very unhappy about this.It is wrong to think that a parliamentary system was seen as "Democracy". Although MPs "represented" constituencies, the purpose was to restrain the monarch from exercising autocratic power to the detriment of the landed class.Thus there was increasing pressure for reform, but certainly not full democracy (not even full male franchise). It culminated in the great reform act of 1832, after which the Duke of Wellington, a leading Conservative, commented: "what a load of bad hats" when seeing the new intake to the House of Commons: full of non-aristocratic, vulgar businessmen who had made their fortunes in industry and commerce.

The City of Leeds metropolitan district has a population of almost 800,000 in 213 square miles. However, the boroughs around the city of Manchester are arguably more tightly linked than those around Leeds - Manchester and Salford have stronger ties that Leeds and Bradford or Leeds and Wakefield for example, and the public transport system in Greater Manchester connects the former metropolitan county in a more cohesive way than West Yorkshire.So while Leeds is bigger than Manchester in area and population, ‘Manchester’ is arguably bigger than ‘Leeds’.
