If Twitter allowed arbitrarily long tweets and presented them in wide, clean, readable format and allowed highlighted commenting and made the writing environment inviting and suitable for longer form content and supported conversations on posts and reseeded itself around a strong community of good writers rather than celebs, then Medium might have faced some competition from what is simply just a clone.But merely raising the length of tweets doesn't turn Twitter into a Medium competitor. Medium is more than a place to write long strings of characters and hit Submit. It's a distinct product with distinct features and a distinct personality, and if Twitter stays Twitter-but-now-with-long-tweets then it's not clear to me why either creators or consumers would dump Medium in its favor.
