Government needs to employ population control measures,else no amount of resources department will ever be sufficient and there will never be value of human life.Increased health budget allocation - WHO recommends minimum 5% of GDP allocation to healthcare,India spend only 1.3%. Countries like UK spend a minimum of 8% ,many African countries spend more than India. With such huge population and such small budget,how can government manage quality public healthcare?Infrastructure development - Doctors are often blamed for being reluctant to serve in rural areas.Truth is that making a doctor sit in a PHC/CHC is a waste of his/her education and clinical skills. Why? Coz there are no facilities available to manage any emergency,no essential medicines available,no necessary equipments available and the living conditions are inhumane, unhygienic and unsafe.Create a universal healthcare public-private partnership healthcare plan - Like income tax,it government makes it mandatory to have a healthcare insurance plan with nominal monthly deduction ( say 100 rupee/family person/month),with partial funding by government ,that will ensure that all salaried and tax paying people have a health insurance coverage covering care from private sector hospitals, thereby avoiding a sudden financial burden on family in case of a health emergency and decreasing financial burden on government and patients burden on government hospitals (because of non affording patients). Non salaried people should also be entitled to avail this at their will.Creating autonomous medical institutions of academic excellence - Like IITs and IIMs, AIIMS in India is an autonomous institute of medical excellence. There should be a multiple tier system like USA in such institutes, allowing a small percentage of capitalised seats and majority of merit based seats, thereby allowing cash inflow for such institutes.Moreover their autonomy must remain immune from any kind of political influence/infiltration,which often dilutes the quality of such institutes.Scrapping reservation based on caste - Instead, education till XII should be free and mandatory for each citizen and reservation,if at all should be given to financially weaker sections and only to one generation.There should be no reservation in post -graduate level or above.Preventing brain drain - Doctors belong to top 1% of population intellectually and our country should provide them incentives to stay in the country and serve people by creating better career and research opportunities with safe working environment.Incentives for private sector to open medical colleges providing subsidised and quality education /healthcare - decreasing land costs, low/no taxes , performance based allocation of government aid etc.Regulate working hours of doctors - Most resident Doctors in government hospitals have shifts extending beyond 36–40 hours continuously. In India on average a resident doctor works for 95–100 hrs/week with seven day work week. Such conditions deter many brilliant minds from taking the profession. More humane work hours will be a positive change that will attract the young and brilliant talent more.Digital health care records - I understand that given current scenario of healthcare in India,it's too far-fetched a thought,but a country wide, centralised digital platform for medical records will save a lot of man-hours of doctors. Imagine retrieving all past records of patients with his/her unique id by just a click,how much money (by avoiding repeated investigations) and Doctors' time (which they can utilise in seeing more number of patients) will be saved.
