I have a support order in PA. I learned several things about how the UIFSA governs these matters.Support is managed in the state where the payor’s legal address is. Not where she works and not where the children live. This has something to do with the ability to enforce the order.When you are the payee and either parent has moved, the paperwork to file modifications is more complex as a UIFSA form needs to be filled out to allow the states to cooperate with one another.States are much more interested in pursuing cases where the children receive (d) welfare so the state can recoup the funds they paid on behalf of the payor.My youngest child is soon to be emancipated. I expect the courts to become even less interested in pursuing back child support than they have been.Background: I opened the child support case in 2002. In 2003, I returned to work after being a stay at home parent for three years (it was a joint marital decision). In 2004, I moved to NJ from PA due to the strenuous commute to get to my job site (2.5 hours each way). I did not change any of the conditions for visitation when I moved; I just changed the drive from five days a week to two. In 2009, the payor was arrested for being behind on child support. A partial payment secured his release and a few months later he disappeared altogether. In 2018, his new ex wife who was completely unknown to me found me on the internet and contacted me. She gave me a serviceable address in PA (The court cannot serve documents to a PO Box). In 2019 he tried to fight the order and the order was upheld with arrears exceeding $100k. He petitioned for a reduction in current child support and arrears were set allowing 100 years to become current. PA has no interest on back/ overdue child support. I have asked the court to accelerate the arrears repayment to something more reasonable but UIFSA cases are processed very slowly/ are low priority when there is no risk of the children becoming poverty stricken. It has been four months and no one can even tell me if the paperwork was accepted by PA.

After my ex disappeared, the child support jurisdiction declined an interest in the case which means they were no longer pursuing collections. Their evidence was that I had moved to NJ (with the permission of the court) and my 35 year old ex had moved to Alexandria, VA. They provided an address.Thanks to google I learned it was stroke rehab center. Seemed odd but I called the number and asked for him. A woman answered the phone and identified herself. The name was the same but she certainly was not my children’s father.I was told the state would not change their mind so I petitioned NJ. They would not take the case because I had no serviceable address. He had been paying weakly or not at all so it wasn;t a material loss but I thought my kids deserved his financial support. The payment was $1000 a month plus a share of medical costs so it would have provided a very nice cushion or college fund.About five years since he had last seen the children or made any payments, I petitioned the court for sole custody and it was granted.Four years later his new ex-wife called me with a serviceable address and I filed in NJ for child support. PA still “enforces” it but NJ monitors it and has much friendlier systems. Plus I do not have to drive a 4 hour round trip for a modification conference; I can do it form the court room here. He’s back to paying weakly and is in arrears about $120k.Living under a rock for any length of time is challenging. He made sure to never own a car or property in his name. Held no bank accounts, credit cards, etc. Was never on a lease or cell phone contract or utility bill. Didn;t file state or federal income taxes. Worked under the table or for himself as an independent contractor. I couldn;t live like that for long.

Is DBT necessary for BPD?We are fortunate to have DBT (Dialectical Behavior Therapy), but there are a number of other approaches that are also very helpful for the treatment of Borderline Personality Disorder. It is a matter of matching the clients’ current needs with the therapy that addresses them best. More than one approach is often necessary.Here are some examples of different types of therapy for Borderline Personality Disorder:James F. Masterson (1926–2010): He taught and wrote about a developmental, self, and object relations approach to Borderline Personality Disorder. His approach is designed for moderate to high functioning people with BPD. It is suitable for Borderline clients who can be seen for individual therapy in private practice and do not require hospitalization.If you want to know more, check out the first of his many books on the diagnosis and treatment of BPD, Psychotherapy of the Borderline Adult (NY: Brunner/Mazel, 1978).Otto Kernberg (1928-Present): He is an extremely well known psychoanalytic theorist who has been very influential in bridging the gap between psychoanalysis and object relations, and for his theories on Borderline Personality organization. He is also known for taking on very challenging patients with severe personality disorders.If you would like to know more about Kernberg’s approach, read, Borderline Conditions and Pathological Narcissism (NY: Jason Aronson, 1975).DBT: This approach was developed by Marsha Linehan (1943-Present) who reportedly struggled with her own Borderline issues. It is a practical approach that teaches how to manage and tolerate negative emotions without impulsively acting-out in destructive ways. It combines CBT concepts with Mindfulness Buddhist influenced practices and practical exercises.DBT is an excellent first therapy for people with BPD who self harm, have suicidal thoughts or impulses, and need to be given concrete tools for managing negative emotions. One of its virtues is that it is a manualized therapy that is relatively easy to learn to do and does not require as many years of study as some of the psychoanalytically-based object relations approaches.To read about DBT, look at, Skills Training Manual for Borderline Personality Disorder (NY : Guilford Press, 1993).Schema Therapy: This is a relatively new integrative approach to Borderline Personality Disorder that focuses on identifying and changing clients’ maladaptive schemas for getting their needs met. It was developed by Jeffrey Young (1950-Present) who had previously worked closely with Aaron Beck the founder of Cognitive Therapy.To learn more about Schema Therapy’s approach to BPD, read, Schema Therapy for Borderline Personality Disorder by Arntz and van Genderen (NJ: Wiley-Blackwell, 2009).Elinor Greenberg (1945-Present): I developed a practical approach to Borderline Personality Disorder that combines Gestalt therapy, Masterson’s Object Relations, personalized homework assignments, with education about the disorder.My approach is designed for moderate to high functioning clients. I sometimes send my clients who are having trouble managing their emotions for a course of group DBT either before we start therapy, or as an adjunct to therapy with me.My approach emphasizes that the client’s BPD started as a young child’s creative adjustment to the child’s early environment. It was an attempt to maximize the amount of love, attention, and support available to the child.
