New cars sold in NY will have an underhood emission decal stating “Meets standards for the State of California “. So yes, ESPECIALLY since the car will never leave NY it needs the California spec catalytic converter. Your mechanic knows the law, and knows that it is illegal for him to install the wrong converter. Need more proof? Go back to those cheaper converters you found online. Notice the fine print that they are not for use on California or New York vehicles? New York State has an OBD II emissions inspection program. In layman's terms , an illuminated or disabled Check Engine light will fail inspection. I've seen a few cases of someone trying to do an end run around the regulations by installing a cheap converter. The result was a returning Check Engine light for low catalyst efficiency. The cheap converters use smaller amounts of the precious metals required for operation of a catalytic converter. Beware of a non New York State “ mechanic “ giving inaccurate information on this subject.
