At the age of 12, Carl Tanzler received a vision by his deceased grandmother, Countess Anna Constantia von Cosel, who revealed to him the face of his one true love.[1][1][1][1] Even after getting married and fathering two children, Tanzler ( also known as Carl von Cosel) continued to search for his soulmate, believing it was just a matter of time until their paths crossed.Tanzler claimed to have earned nine university degrees, was a former submarine captain, and an accomplished inventor.[2][2][2][2] Reportedly, he studied weather patterns and dabbled in electrical engineering in Austria in the early 1910s.[3][3][3][3]When war erupted in 1914, Tanzler was placed in a concentration camp with many officers who served in India and China at the time. My neighbor recently build an outside shelter for their dog (heat lamps, water, food, and sufficient shelter) But they never let it out (the caged area is tiny and it constantly barks at night. How should I deal with this?

I don’t recommend doing what I am about to suggest.There was a dog in my neighborhood who barked all night long. Arf, arf, arf, long pause then arf arf. Three longs two shorts, all night long. About the time I thought it would stop it would start right back up again and I do mean all night. It slept during the day. If I slept an hour during this time I was lucky. Hearing that dog was like Chinese Water Torture.I eventually located the dog and my anger disappeared immediately. It was a beautiful collie kept in a tiny pen. It’s owner was an alcoholic who was so drunk he never heard his dog in spite of the fact it was only a few feet away from his mobile home.Everybody that lives in a small town usually knows what is going on no matter what time of day or night. Sometimes everybody will look the other way and not see a thing if it’s for a good cause and the perpretrator tries to be discreet.In this case someone “accidentally” un locked the cage allowing the dog to roam free. Soon the dogs collar “ accidentally” disappeared and in this town the unwritten law is that a dog with no collar is community property and up for adoption by anyone.It’s my understanding the dog went to a good home and it’s former owner did not much care.

China runs on data, they are also a meritocracy. China has people in government that are well educated and made their way to their position because they have proven their ability to do a job. They are not politicians in the western sense of being able to talk nice but not perform. If they don't perform then they don’t get promoted and they will get fired. Also when I say educated, they are very apt to have science backgrounds and not an education is law. So they know how to consume the data they collect.Second China is very much about following processes and improving them. So my speculation is as follows. I think that China has learned from past virus outbreaks such as SARS and H1N how a virus spreads through a population. I find it perfectly reasonable to consider that they may have learned from those experiences and put contingency plans in place to study a virus, assess its potential risk to the population and come up with a response plan. I think the above is reasonable given how fast they were able to lock down a city, roll out the response procedures across the entire nation. You just cant do that if you just came up with a plan at the last minute. They must have had an emergency response plan already designed and ready to implement. This plan did not just go down to the state level (province) but down to the community level. Let me explain.In less than 7 days of being informed to end all public gatherings and to isolate there were procedures at our apartment complex. The first day all the public areas of the building were cleaned with bleach, the buttons on the elevators were covered with a plastic film and there was hand sanitizer, tissues and a trash basket in the elevator. (these were so you could use a tissue to press the button) The gates to enter the apartment complex were secured and there were extra people at the gates. You had to get your temperature checked prior to entering. (Almost all apartment complexes in this area are gated and can be secured, and friends in other cities reported similar actions in their communities)People were on the streets doing random temperature checks. Grocery stores would check your temperature before you could go inside. A couple days later the apartment complex would not allow any people inside unless they were residents or had a valid reason to enter. Also they had a system to scan a QR code upon entry. This logged when you entered that area. (I assume this made the job of tracking where you were and who else was in that area should you later be found to have the virus, easier)We were contacted by authorities by phone, because my friend was from Wuhan. We were questioned about anybody we came in contact with. We were asked to not leave the apartment until further notice. We were given a contact and asked to report our body temperature each day. Also that contact person would arrange to buy any groceries we required. We supply a list of what we need and they would deliver it to us.So as you can see, within a week they rolled out a program right down to the building level to control and monitor people who may have been exposed and to provide services to them. This would not have happened so fast unless it was planned for in advance.Also once businesses were allowed to open there were procedures that each business had to follow to control the spread. For instance, when Starbucks opened only one person was allowed into the shop at a time, you had to scan a bar code, you then had your temperature taken, then you went to the counter and stood behind a line on the floor so you were not too close to the cashier. You could not walk around the store or touch anything. After you paid you were asked to wait outside the store and they brought your coffee out to you.Again, my speculation is that China discovered this virus, they sequenced it and were doing additional confirmations. During this time assessing the actions they wanted to take. At some point they must have concluded that the risk supported the actions taken. (Consider this, H1N1 killed 12500 in a year just in the US and there is speculation that the number was higher) So the impact of a new virus can be very high and past events show that they can spread quickly.Many specialist in infectious disease state that you must act quickly and you must take appropriate action, by the time you collect all data it may already be too late. Also, China did not wait until the number of infections grew before implementing these measures, they did it all across the country. And keep in mind this is a country the same size as the US but with 4x the people.Now I am sure your response is something along the lines of, "well what do you expect it is China and they are a dictatorship whose sole goal is to control people" but consider that similar measures were taken in Singapore and South Korea etc. Again, if you lived here you would get the the sense that it is not a society based on control of people for the sake of control but rather of being prepared. The Asian culture is different. In times of danger these cultures have confidence in the government and will follow the lead of the government, they start thinking about the society as a whole and not "I am free I am not staying home. Screw this, they are lying". I believe this is true of societies like Japan, Singapore, South Korea etc.Also in Asia you see people wearing masks, not some, all. The governments have a very clear, well thought out message, "wear a mask for your safety" there are no mixed messages, no conflicting messages that confuse the people. I have a respect for Asian cultures, you have smart people in government that base decisions on data and science more so than than in the US and I think, in this case, you saw how such governments responded to the threat. In a very logical way.One last thing, today a friend of mine who lives in this city contacted me, he is Irish. He said he was contacted today and asked if he had traveled from outside the country recently. When I mentioned this to another expat from the US he also said that he had been contacted asking the same thing. This amazes me. At least in this province there has not been a new case in 30 days but the government was still following up to make sure they had not missed any potential infections.All of the above are just my observations. It is far from an exhaustive list of what they did. But it all showed me that the government did not just wing all of this at the last minute, they had planned and prepared based on past experience.I am purposely not talking about the amazing efforts of the dedicated health care professionals who worked tirelessly. I think their effort are well known to the world. Rather I am focusing on the detailed procedures that went all the way down to individuals that reduced human to human contact, that I believe, stopped the spread of this virus abruptly. Many people think that China is lying and not reporting new cases. But in my view, it is proving that the above procedures, based on the science behind how virus spread, works.Show less2 days ago
