During that time in the late 1960s, we had events called Command Maintenance Management Inspections (CMMI). These were surprise inspections and commanders’ at all levels, key maintenance managers’, and record clerks’ jobs along with ratings on Officer Efficiency Reports depended directly on passing the inspection.The equipment didn’t have to be repaired at the time of inspection, but the paperwork did have to be complete on the ordering of parts for each issue found. Like wise, all troop training records had to be complete with troops up-to-date on training or scheduled for the next class. All accounting records had to reflect that Prescribed Load List for all of the units equipment was complete or on order and that the organization chart was either fully manned or there was a request to fill the vacancy. The CMMI was very thorough.We were told that the CMMI came about because during the Cuban Missile Crises of the 1960s, the US Army sent a mechanized division from Ft. Hood, TX, to South Florida, which is a distance of over 1000 miles. The division ended up scattered all across the Gulf Coast with a line of hundreds of broken down vehicles and wandering troops. The division was not in good enough maintenance shape to attack Cuba and ate through Army resources to recover the lost vehicles and troops.The US Army vowed that this scenario would never happen again and created the CMMI with severe consequences.I’m sure that all branches of the military had similar issues, so events like the Elephant Walk happen to all mechanized units whether they be tanks, boats, or airplanes.
