Absentee ballots are requested by a live person at a known address. Mail in Ballots are NOT requested. The ballot is mailed to last known address from the voter records. That person may have moved or be dead. Fraud is much more likely.

No you can't just claim it as yours, at least without several things happening first. One you need to tell your neighbor that if it continues to sit on your property that you will on "pick a date 10 to 14 days in the future" that date, you are going to start charging him a storage fee for his trailer to remain on your property. If the number of days passed and he has not moved it, then send him a certified letter that states, effective that date that you told him, storage fees will be assessed to that trailer. The fees must be disclosed and say they are to be paid monthly at the address of your choosing, home or office whichever you prefer. Make the fee's reasonable even though, if you make them a 100.00 a day a court down the road could find that excessive and deny your claim. I would think anything up to about 20.00 a day would be acceptable. I assume he is not going to pay them. Then after the 60 days and he has not made a payment, you can file a storage lien against it. The notice has to be published twice in a local newspaper asking if any one has an interest in said property, they must notify you in writing and be prepared to satisfy the storage fees, or it will be sold at auction. But It also has to be sent to his last known address and you can not pass on that requirement, stating the same thing if anyone has claim to it they must notify you in writing and be prepared to pay the accrued storage fee's.I would still check your local laws as to abandoned property, but this is how it works in Oklahoma.
