Assuming 5e:Shadows. CR1/2 creatures with stealth, 40ft movement, semi-incorporealty, damage resistance against nigh anything your party can throw at it except radiant, and no matter how strong and tanky you become that strength drain will always threaten your str dump stat PCs.Oh, and unlike others even in 5e these guys can reproduce like a zombie infection, rendering a missed shadow a village worth of undead monsters to deal with after you leave the ancient sealed-until-recently tomb you just explored.Drow. CR1/4 yet with an hour long poisoning effect with a DC13. Not another save at the end of every turn like most, a full hour of poisoned effect + you fall unconscious if rolling lower than a DC8. Oh, and they have pretty high AC, good stealth, better darkvision than your PCs nigh always and the ability to cast darkness and faerie fire, rendering them very dangerous and effective back-up for both other drow and ‘allied’ creatures. Beware the weakest of drow, for they are still drow.Imps and Quasits, if played smart. These guys have all the benefits of their respective fiend type, including resistance, far darkvision, several skill proficiencies, and the imp has an attack that can one-hit many CR1 and lower creatures while the quasit gets poisoned and a scare ability.Which is a bore compared to their true potential. Both of these guys get invisibility for as long as they want, they once (but apparently this got nerfed?) telepathy meaning that they can communicate with someone without anyone else noticing, and the ability to fly, squirm through gaps, wall walk and be aquatic by shapeshifting. They can follow the party indefinately with minimal chances of being spotted, alert any foes of the party approaching without being spotted, steal from the sleeping party or bother them without being spotted, etc. All you need is a diabolical, patient and clever DM. Not bad for these little guys.

I'd do the following:Sunset the F4 category for sibling visas (current applicants in the pipeline could immigrate, but no new applicants).End the K1 visa category entirely. People can get married on a B1/B2 visa, return home, and then apply as a CR1, or get married overseas then apply as a CR1.Adjust H1b visa processes to give preference to the highest paying contracts first.This would allow for more time and personnel to be dedicated to immediate relatives, married couples, top-tier H1bs, and other easy issuances. Because less time would be spent rescinding difficult, suspicious, and fraudulent cases, more visas could be granted with the same number of people to process them.
