I have had similar experiences during my police days. To give an example, during the riots that took place after the demolition of Babri Masjid in 1992, the district in which I was Supdt. of Police was one of the only two districts in Maharashtra (the other district was in fact, a tribal district with no division on communal lines) in which not even a single person died. This was despite the fact that in almost each and every village in my district (about 2000 of them), there was a communal divide due to mixed populations. In fact, there were about 100 communal incidents that took place in the district during those 8-10 days, but we took timely and prompt action to ensure that nobody died in those riots. Just to give an example, for about 10 days, I did not go to my residence; did not take bath for 10 days, and was always on the move from one place to another.For example, in one particular incident (wherein a holy book of a religious community was burnt along with the religious place in a room), we immediately sent about 80 persons to jail for 15 days as preventive arrest by taking orders from Magistrate during night itself, within 2 hours of the incident [this was under Section 151(3) Cr.P.C., which is a Maharashtra amendment; in other states, the maximum detention as a preventive measure under Section 151 can be only for 1 day, i.e., only 24 hours.] This immediate action ensured that no riot took place; the victim community was satisfied by our prompt action.In another incident, I immediately sent 20 policemen to donate blood to save life of a person who was seriously injured (blood group was not known), even though we needed them for law & order duty. This allowed us to win good-will of the affected community, which did not retaliate then, so a serious riot was prevented.These are just two examples.Result?All of my counterparts got appreciation letters from the CM, but not me. [Not that I asked for any such appreciation letter. BTW, my boss more than compensated me for my work.]Reason?“Your district was peaceful”.So, if you don’t take sufficient preventive and prompt action, riots take place, and then you use force to control it, some people die. And, you are considered efficient. Wow! You controlled a serious riot!!!But, if you take prompt pro-active and preventive action, and ensure that not a single person dies in riots even though as many as about 100 communal incidents take place in 10 days in a communally divided district, then your district is peaceful, and you don’t deserve an appreciation.You get it?We like firefighting. First allow the fire to spread, then do the firefighting, control the fire even though some people die. And, you are a hero. “You know it was a serious fire, so many persons died, and yet it was controlled”.But, if you take strong and strict preventive action and do not allow fire to occur in the first place or do not allow fire to spread, then it is routine. Even if you save your area from fire, at a time when your area is fully surrounded by fire from all sides; yet, it is considered routine. “Oh, but, there was no fire in your area!!! What is so special that you have done?”A Pulwama becomes a news here. An international news. So much so that it could have led to a war between Indian and Pakistan.But, our armed forces might have prevented 100 Pulwamas by their strong preventive actions and good use of intelligence collection, pro-active actions, etc. But, nobody knows. It is like an unsung hero, who is not noticed by anyone.Let me now come to the issue of cyclone Fani in Odisha.The Odisha Government did an excellent job. Just outstanding. The Central Government also gave good support to Odisha Government.An extremely large number of people were evacuated in advance to safer areas. Fishermen were prevented from entering the sea. A lot many other preventive measures and proactive actions were taken.Result?The death count in Odisha was very low (though there was a lot of destruction of infrastructure, etc.). Only a handful of unfortunate persons died. A large number of lives were saved by timely preventive and proactive action.So, it is a routine. Media neglected it. People neglected it. Cyclone Fani is not an issue.But, if some other cyclone (or natural disaster) is mismanaged and hundreds of people (unfortunately) die, it becomes an instant prominent news. Media takes notice. People take note of it.I hope you get the point.We don’t appreciate good timely management and strong preventive / proactive action.We appreciate when a situation is initially mismanaged and allowed to deteriorate, and then handled with good firefighting techniques.Unfortunate, though, it is. It is a harsh fact of life.I have personally seen it in action. Many times.But, I would not fail in my duty to salute the Odisha Government (and, also the Central Government) and its people, employees / officers, for making the best possible preparation, taking strong preventive action. So much so that cyclone Fani became a minor issue in media. Even though it was a major cyclone, which could have led to immense loss of human life.I bow down before all those who planned and managed cyclone Fani in the best possible manner.[P.S.: My apologies for writing about personal experiences; but, sometimes, the context can explain it in the best possible manner.]
