Where are all the 1911s that our military replaced? Are they in storage in military arsenals, were they released to the CMP? Are they available for purchase? Thanks.

Approximately 80,000 to 100,000 M1911s are stored by the US Army and are designated to be surplused to the US public via the Civilian Marksmanship Program. The original plan was to have this occur over several years with batches of 1911s released to the CMP for grading and sale.Congress needs to authorize this. For the initial lot they were planning to surplus 10,000 pistols. Ideally you would expect that to continue annually until the pistols are gone. In the end 8000 pistols were authorized for sale last year.Due to expected high demand for actual US government issue pistols, the CMP changed their system from “first come, first served” to a lottery system. For this first (and so far only) batch they accepted applications over a 30 day period. Order of arrival did not matter. Only the receipt in Anniston, AL in this window. Once received the applications would be vetted, errors corrected and then placed into a random number draw. The CMP would then start from #1 and ask if the person wants a pistol or not. If “No”, they move on down. If “Yes”, the person selects from available grades, pays and the pistol arrives at their FFL for transfer.In the end the CMP received around 19,000 applications. This was short of the 80,000+ they expected. Largely due to the transfer requirements which required the purchaser to go through an FFL in their state. This was required by the US Army due to different handgun laws in various states.Still, a little under 2.5-to-1 odds of getting a real issue 1911 isn’t bad. And this first round mattered because if they ran out of pistols those who did not get selected are first in line for one from a future batch. It is expected after those orders are filled that the CMP will run another application/lottery round and repeat the process until the pistols are gone.I was one of the applicants in this first round. My random number was around 10,700. So I would be in the second round of surplus pistols. Not bad and I knew eventually I would get a 1911.So imagine my surprise when I received a phone call from Anniston stating my number had come up in the initial draw. I guess a couple thousand folks above me either didn’t want one or couldn’t be reached. They would try for one week to reach a person and then move on.As a result I became the recipient of a Colt 1911A1 manufactured in 1943. In rather good condition and pretty tight as 1911s go.So they are and are not available for purchase. If you sent in a qualifying application to the CMP last year between September and October 5th, you either got one or are on the list to do so whenever the next batch is authorized for sale by Congress. I would not expect that to occur for another year or two. Otherwise the only way to get a real issue 1911 is to buy one of the few that were heirlooms that are out there.As a questionable twist, the CMP imposed a restriction after-the-fact that if you bought a 1911 and later sold it and the CMP learned of it, you are barred for life from purchasing anything else from the CMP in the future. I question the legality of that from a ex post facto perspective as you cannot impose terms later the original purchasers (myself included) never agreed to in the signing of our applications for purchase. Nor can the government tell you what you can and cannot do with your personal property. They imposed this rule as a mechanism to prevent the rare CMP 1911s from being resold at a significant profit but it is not their property to restrict.My 1911 does have a certificate of authenticity issued in my name by the CMP. I suspect over time this will be a non-issue but it really rubs a lot of people the wrong way. The 1911, once sold, belongs to the government no more. It cannot impose such terms after-the-fact. Time will tell if the CMP will continue with this behavior.
