Botswana is one of Africa’s richest countries; it is, however, inaccurate to state that it has a ‘better functioning State than any other in Africa’. In terms of long-term democratic commitment, there is Senegal. Next-door Namibia is as stable. Mauritius to the east is richer. Rwanda is less corrupt. Zimbabwe has a slightly higher literacy rate. Africa’s governments run States with a range of strengths and weaknesses.Botswana’s post-independence success was built on three foundations.The first is its legacy as a protectorate, not a colony. A certain amount of credit is due to the British officials that consistently resisted the continuous attempts of South Africa (one of the colonies in the region) to annex it. That allowed the adaptation of the territory’s indigenous institutions—on their terms—to a changing world. Some point to a culture of dialogue among the adults of the villages and the fact that the Chiefs lacked the autocratic authority of the militarized tribes and ethnic groups to the south that were the primary participants in the Mfecane/Difaqane. I am sceptical, but not enough to deny its place as a foundation for its post-independence success.More important, in my opinion, was the spectre of South Africa. That focused minds and encouraged a politics shorn of the sort of radicalism that would have led South Africa tarring the country with the slur of ‘Communist!’ At a time when more famous post-independence leaders focused on grandiose battles for continental unification and anti-imperialism, Sir Seretse Khama put forward more humble goals. First, he sought to bind his country closer to the West and foster an identity among the Western powers as a beacon for human rights. Indeed, Botswana is an unheralded success of American foreign aid. At a point, it received more per head, from the USA, than any other country bar South Vietnam. By 1973, foreign aid still accounted for more than 40% of government expenditures. Second, he sought to create a clear distinction between South Africa and Botswana. Botswana, in its encouragement of non-racialised politics, was the original rainbow nation. He hammered down often on the threat posed to that stability by the values of apartheid South Africa to Botswana. That spotlight discouraged South Africa from meddling often, unlike in its other neighboursWealth is not fostered on good intentions and foreign aid alone; astute management of national resources is also vital. As at independence, Botswana was one of the poorest countries in the world. It was reliant on domestic cattle rearing, migrant labour remittances and British aid for revenue. The location of its mines in remote, underground seams, unlike the easily accessed alluvial deposits of the diamond conflict areas, necessitated the need for a partnership with a Capital rich and technically proficient partner. Sir Khama's decision to nationalise the revenues, despite the mines being located in his ancestral lands, was also a worthwhile and nationally beneficial sacrifice.The partnership with South Africa’s Anglo-American owned De Beers has been one of the most successful State-Corporate partnerships in the world. The profits from diamonds have been an independent source of revenue that has stabilised government finances and fostered the country’s wealth. Diamonds did not just complete the foundations, it also roofed the house.

He has a good sense of pain points and theater, how to conduct war on a psychological level. And his chain across the Blackwater was inspired even if without Tywin and the Tyrells it wouldn’t have saved the city.Where Tyrion falters is in practical experience and overall instinct, the stuff you can’t learn from books. Tavor has been increasingly favored over other weapon systems and specially the M4 Carbines which has been the staple weapon for various Special Operations Forces and Counter-Terrorism Organisations. The reason why Indian Special Forces prefer Israeli Tavor Family of Rifles over the American M4 Carbines are many , some of which I will discuss below :> Bull-Pup Configuration : Tavor Family of Rifles took the Bullpup configuration to a newer level eliminating those problems which earlier plagued the Bullpup firearms. Bullpup Configuration means that the receiver , magazine and Bolt Carrier is placed behind the Pistol Grip thus helping the weapon to reduce its overall length while retaining the actual barrel length. This configuration is advantageous in situations like Close Quarter Battles and more faster target engagement. The Bullpup configuration allows an operator to maneuver much faster. M4 Carbines on the other hand follow a Conventional Layout which is not so efficient as the Bullpup configuration.TAR-21 with ITL MARS Red Dot Sight> Balance : TAR-21 following a well reputed Bullpup configuration allows for more balance when shouldering it. The well balanced configuration also allows the operator to even use the weapon single handed. The balance also allows the operator to aim the weapon more accurately since the centre of weight lies behind the trigger group. This gives Tavor a well defined advantage over M4 Carbines.Para SF Commando with STAR-21 with MARS RDS and ITL N/SEAS MNVD> Operating Mechanism :Tavor features a well reliable long stroke Gas Piston System which has been the niche of multiple reliable weapons like M1 and AK-47. M4 Carbines on the other hand follow the Direct Impringement System which helps in better control though it adds more complexity to the weapon system and hence less reliability.Para SF Operative with GTAR-21> Reliability :Para Commando with M4A1 with Comp M4 Red Dot SightReliability is an important factor when two weapon systems are compared. Tavor has got wide positive reviews from operators around the world even the Indian Special Operations Units who have adopted the Tavor as the staple firearm. M4 features above average reliability in harsh battlefield conditions in India though it is lacking substantial reliability in amphibious conditions. M4 also failed Basic Mud Trials during Indian Army Carbine Tender where ARX-160 and GALIL ACE also failed. Tavor has been well adopted due to its undeniable reliability and even Russell C. Tilstra in his book The Battle Rifle: Development and Use Since World War II touted that Tavor is more reliable than M4 and M16 in Battlefield Conditions. When both the rifles were evaluated by IDF in Battlefield Scenario , Tavor emerged as the winner. In the article “Why the IDF Chose the TAVOR® Over the M4” by Winston Behle , it has been mentioned :They specifically watched for Mean Rounds Between Failures (MRBF), accuracy and retention of zero using various sights, human ergonomics during extended periods of use (including marches as long as 37 miles), speed and accuracy of sighting in daytime and nighttime with iron sights, magnified and night vision optics and lasers, use with the M203 grenade launcher, and maintenance-relevant issues.When the dust settled the TAVOR® emerged triumphant, besting the M4 and earning the right to become the standard issue rifle of the IDF.Para SF Commandos with GTAR-21 , STAR-21, TAR-21> Ergonomics :Para SF Commando with M4A1 Carbine with EoTech 512 Holographic SightTavor though touted being heavier than M4 is actually more ergonomic than M4 giving the operator a stable weapon system. A Bolt Release System in Tavor allows the user to be alerted if in case the firearm is empty and also allows quick magazine change with the mag release button. Tavor also features ambidextrousity allowing both left-handed and right-handed shooters to use the firearm with ease. M4 also features good ergonomics as per operator preference and can also be customized with various market accessories available.> Filling Multiple Needs :Para SF Commando with STAR-21Tavor feels the niche of every other weapon system which eliminates the need of buying a lot of other weapon systems which would have less to nothing in common. Tavor features an Assault Rifle Variant ( TAR-21 ) , a Grenadier variant ( GTAR-21 ) , a Sharpshooter Variant ( STAR-21 ) and even a Carbine variant ( X-95 and CTAR-21 ). M4 and M16 Family of Rifles also feature a high degree of modularity though such customizations are less to be seen with Indian Special Operations Units.> Ease of Relations :India and Israel have a fair ease of relations and a long enduring partnership when it comes to weapon systems and technologies . India bought M4 Carbines through Foreign Military Sales for select units in India like Para SF , Mizoram Police Commandos , Force One and other select units. On the other hand , India bought a lot of batches of Tavors for various Special Operations and Commando Units. India had a deep interest in Tavor since its inception , given the advantages Indian Armed Forces perceived of the Bull Pup Design when it first trialled Steyr AUG.India could easily buy lot of Tavors to equip its units with add on accessories from Israel due to ease of relations between the two nations. The often turbulent relation between India and US ,which has eased now , was not dependable for India to buy substantial weapon system from US to equip its Special Operations Units.Other than the above said advantages , M4 also features marked advantages over Tavor Family of Rifles. M4 is derived from the well reputed M-16 Family of Rifles which has been in service since 1960s with multiple armies around the world . Besides these the M-16 and M4 features a highly modular platform and greater freedom to attach accessories as per will and operational requirements. When Tavor was first introduced in SFF and Para SF , it ran into some serious issues which were later rectified . IWI earlier went into a Joint Venture with OFB to produce a localized variant of Tavor called Zittara. However after the project failed to fructify , IWI has striked a new Joint Venture with Punj Lloyd of India , to locally manufacture various Israeli weapons in India locally. This can be seen as an attempt to tap into the huge potential of Tavor in Indian Market with various Armed Forces and Police Units to replace older weapons with a locally manufactured well-reputed and proven weapon design.Mizoram Police Commando with M4 CarbineTavor has got a well niche of being a more suitable weapon for Special Operations Forces in any scenario from room clearing to Direct Action where the Bullpup configuration is the way to go. In this case , you lose the overall length ( a marked advantage ) but don't lose the overall efficiency and accuracy. Tavor has proven itself on battlefield which marks it favor with Indian Special Operations Units. Many of the operators still continue to prefer the conventional M4 Carbines but at the end it all comes down to Operational Requirements and Personal Preferences .
