This past fall, Washington, D.C. public schools launched a total of three new dual-language programs. And on election day this year, California residents voted to pass Proposition 58, which makes it easier for California state school districts to expand bilingual education opportunities.Although critics of California’s statewide proposition say English-only instruction is crucial to assimilation, supporters contend the measure is needed to accommodate the state’s sizable immigrant population. Notably, children of immigrants who speak little or no English are less likely to fall behind developmentally if they enroll in dual-language programs.But along with meeting the needs of ESL students, the demand for bilingual education in the U.S. also stems from parents’ desire to prepare young Americans for their eventual entry into an increasingly multicultural and globalized world.While Chicago has the 5th largest Hispanic population among major cities in the United States, Dual Language Education (DLE) Programs are offered at just 15 of the 521 Chicago Public Schools. One of these rare and highly sought-after schools is Erie Elementary Charter School (EECS) in Humboldt Park, where students gain not just language skills, but a sense of cultural awareness that enhances their development.EECS provides a learning environment for students to cultivate bilingualism and cultural understanding. Its Spanish-English immersion program also positions students to succeed in a global economy.In a 2012 New York Times article, Yudhijit Bhattacharjee explains that bilingual individuals are good at complex skills (such as problem solving, planning, and executing challenging objectives) because “they have reconciled their brains’ linguistic systems.”Instead of being distracted, bilinguals’ brains are neurologically wired so as to exert more control over where and to whom attention gets directed, even when responding to changing environmental stimuli. In other words, they excel in situations that require their brain to shift from one type of information input to another.While foreign language requirements have long been a core requirement for high school graduation, offering language classes at an earlier age could improve overall fluency for American students. As the world continues to get smaller, it’s likely that the way we communicate with the world will require more of us to know more, not less.Not only do dual-language curriculums provide an avenue for kids to acquire language fluency, but this kind of language learning likely broadens their worldview, too.

What is something that almost nobody knows about the Porsche 911?I’ve been driving 911s for almost 50 years, and I have spent more time driving them than all other types of cars combined. My current daily driver:is a 1973.5 911T to which I have made a number of bolt-on modifications which make it suitable for daily use in 2019 in southern California. We also have a newer 911, which my wife uses. That car (a 993) is much more refined, but I find this ‘73 to be the most enjoyable to drive. It has a light, nimble and responsive feeling that the newer and heavier 911s can’t quite match.The 1973 911S:was the highest performance version of the 911 sold in the US that year.911s are produced in relatively small numbers when compared to cars such as Fords and Mercedes-Benzs, so few people have had the opportunity to become familiar with them. Since little about the 911 is conventional, there is much about it that most people don’t know about. I would venture to say that the 1973 911S defined, in many ways, the state of the art in the early 1970s for high performance automobiles. It has an air-cooled overhead camshaft engine with light-alloy (magnesium) crankcase and transmission case, cast iron cylinder sleeves with light alloy jackets, hemispheric combustion chambers, dry sump engine lubrication and capacitive discharge ignition, generating 77 HP net per liter (1.26 HP per cubic inch), quite an achievement for a street-legal car in the early 1970s. Even the cooling fan was made from magnesium. The car, which weighs less than 2400 pounds, has a fully independent suspension and runs on forged aluminum wheels, light and very strong, held in place by aluminum lug nuts. One may quibble about some of the design choices, such as the rear engine placement, as critics have been doing for decades, but the level of technology in the car was unexcelled by any of its competitors. To cite a couple of comparisons as examples, Ferrari was still using carburetors and the Maserati Ghibli and Alfa Spyder had live rear axles.The air-cooled engine used in 911s through 1998 might also reasonably be described as oil-cooled, since a substantial amount of heat is removed from thermostatically-controlled oil coolers through which the oil is pumped. This is true of other air-cooled engines as well, such as the VW flat four and the air-cooled piston engines used in aircraft.In fact, the air cooled engine used in 911s until 1999 is built more like an aircraft engine than a typical automobile engine, with two crankcase halves split vertically. In the 1980s Porsche developed a version of the engine specifically for use in small aircraft and it was certified by the FAA for aviation use. It was available installed in the Mooney airframe.Wards Auto, an American organization that has covered the automotive industry for over 80 years, has included the Porsche air-cooled flat-6 on its list of the ten best engines of the 20th century, along with such icons as the VW air-cooled Beetle engine, the 1932 Ford flat-head V8 and the 1968 BMW straight-six cylinder engine. No other engines from exotic or sports car manufacturers were on the list. The original 2 liter 130 HP flat-six engine has shown a seemingly endless capacity for development, and by the end of its production in 1998, street-legal versions were built with displacements up to 3.6 liters and power ratings as high as 425 HP.The 911 is arguably the most versatile and successful sports car in history. It and dedicated competition cars derived from it have consistently accumulated trophies in a wide range of competition, from road rallies and track racing to cross-country races such as the Paris-Dakar competion. A car derived from the 1973 911S (the Carrera RSR) was the overall winner at the 24 hours of Daytona in 1973, beating Ferraris, Lolas and Corvettes. It won not because it was faster than some of those cars but because it didn’t break, and the reliability of Porsches has been the key to many victories. In the Car of the Century survey to determine the most influential car of the 20th century, the Porsche 911 placed fifth on the list (the Ford Model T was first). No other exotic or sports car appeared on the final list of five cars.Routine maintenance is not difficult for the properly equipped and motivated owner, but in a number of ways it is unlike that for conventional cars. Oil capacity may be as much as 13 or 14 quarts, so when changing oil be prepared for lots of oil, which will come out in torrents. One must drain not only the crankcase, but a separate oil tank. The oil filter is located on the right sidewall of the engine compartment, not on the engine itself. The owner’s manual provides detailed instructions about performing maintenance tasks such as valve adjustments and in places almost reads like a shop manual.The 911′s 40/60 front/rear weight distribution differs greatly from the conventional ideal of 50/50. However, any such choice, including this conventional ideal, is a compromise. The 911′s weight distribution is ideal for both acceleration and braking. The weight distribution gives it somewhat unusual handling characteristics, and, although these can bite the uninitiated, they can be used to great advantage by a skilled driver.The original factory air conditioning was known for not being very effective. However, it can be modified to work well. It had computer-controlled four-wheel drive, a 2.8 liter flat six with sequential turbochargers and water-cooled heads generating 444 HP and an aluminum/composite body. These were not originally sold in the United States but can now legally be imported. In 1986 three 959s were entered in the Paris-Dakar rally. Two of the cars finished first and second overall. The third car, driven by the support mechanics, finished sixth. These cars were sold at a significant loss by Porsche, but generated so much consulting business that Porsche eventually made a significant profit as a result of the program.Porsche switched to liquid cooled flat sixes for the 1999 model year 911s. Before the COVID-19 pandemic, the crime rate on South Korea’s Jeju Island had grown exponentially every year since 2002, when visa restrictions were lifted for Mainland Chinese. According to the Joong Ang Daily, by 2013, over 130 crimes had been committed on the island by Chinese tourists. Within two years, the crime rate had doubled. Before you start pointing your fingers at Chinese tourists, ask yourself how serious is jaywalking? Yes, it isn’t safe, and nor is it legal, but should the misdemeanor offense be included with felonies such as murder, robbery, and assault?In 2016, the population of Jeju Island was over 675,000. It was home to 18,000 foreigners and 8,000 illegal Chinese immigrants. Supposedly, a crime wave had hit the island, with 70 percent of all crimes committed by Chinese tourists. Media reports failed to mention that Jeju authorities include jaywalking in their annual crime statistics. According to the Korean Herald, “Among the 347 (crimes), 132 were people nabbed for violating traffic rules, 67 for assault, 50 for robbery, and 32 with intellectual crimes." When you crunch the numbers, that’s not exactly a crime wave.There's always at least one extreme example of a tourist behaving inappropriately. For example, a 51-year old man from Mainland China stabbed a Korean woman to death in a church while she was praying. Later that evening, I spoke with the woman who had served the Chinese lady and asked if such behavior was uncommon among local Chinese patrons, and she said, unfortunately, it wasn’t.In 2011, during China’s Autumn Festival holiday, I went on a Mediterranean cruise with my ex-wife Xin and two of her clients, Dong and Zhao, who also brought their spouses. I was the de-facto tour guide for six wealthy Mainland Chinese tourists. The group was usually low maintenance when it came to all things related to food as each couple packed a suitcase with instant noodles and a portable water heater.In the US, bars and restaurants will swipe a guest’s credit card beforehand to ensure they have money to cover their bill or to make sure they’ll pay it. When this is done, and you check your credit card, it looks like it has been charged twice. This practice is unheard of in China. While we were having dinner, Xin and Dong received credit card alerts on their smartphones. When they noticed that the charges for the purchases they had made earlier that day were appearing twice on their credit cards, they went into a state of shock. They were convinced that the ship was ripping them off.When Xin and Dong finished eating, they rushed to their cabins intent on resolving this non-issue. The first thing Xin did was call the front reception desk. After holding for a minute, her call was answered and she immediately shouted, “I need to speak with the captain!” The cruise ship had roughly 3,000 passengers. As a quick aside, if you never go on a commercial cruise, you’ll be fine. It’s a travel experience designed for those who prefer to see the world the same way they visit a zoo.When security personnel arrived at our cabin, they asked Xin why she wanted to speak with the captain. After she explained her concerns about her credit card being charged twice for each purchase, the look on their faces was priceless. It was a first for them. I went outside on the deck to smoke a few cigarettes and get some peace and quiet. Life is too short to spend it with someone who thinks you’re an idiot.The ship’s casino made the cruise more difficult to endure. It was how I imagined a Chuck E Cheese’s would be if it offered a gambling room for parents who didn’t want to spend time with their children while they celebrated their birthdays. The way Xin and Dong played roulette, the last thing you would have thought was that they were multi-millionaires. When they won $5, they would get excited as if it meant they would be able to eat the next day. When I was up $100, they marveled at the accomplishment as if I had special powers that allowed me to see into the future.Before our cruise departed, we spent two days in Barcelona, Spain. During our first night, Dong’s husband, Pang, announced he was in the mood for fish. Xin asked me to find a seafood restaurant with a nice view.While we were seated at our table trying, Xin and her clients spent 15 minutes trying to decide what they wanted to eat. The problem was that they didn’t trust the photos of the fish featured in the menu. Seafood restaurants in China showcase their fish so guests can select which one they want to eat. This method isn’t foolproof. How would one know if the fish they selected is the same one they’re eating? It wouldn’t be difficult for a chef to prepare a lesser quality fish while out of view from the customer who ordered it, and then return the fish to the same tank so a different guest could choose it.Xin asked me to ask our waiter if he could bring the uncooked fish to our table so they could look at them and make their selections.“Are you fucking serious?” I asked.Xin detested the “f” word. I could have hit a pedestrian with a car, and she wouldn’t have been nearly as bothered.“Tell the waiter,” she snapped.The restaurant was crowded. Our waiter wasn’t happy, but he obliged the request. Ten minutes later, three waiters, each one carrying a large tray with fish, approached our table.Everyone in the restaurant stopped eating and looked at our table. I could feel people staring at us. I desperately craved a shot of whiskey.I ordered a dozen oysters and a rare steak. I also had six glasses of red wine and two whiskeys (neat).The fish they ordered was good, but to be honest, everything tasted the same. Our bill was roughly $1,000. By 2018, almost ten percent of the Louvre museum’s annual visitors were from Mainland China, and yet Mandarin or Cantonese audio guides were unavailable. She packed them in the same suitcase and then checked the bag on the return flight to Beijing. She had trust issues, but they were inconsistent.
