The base supports the local community, the local community supports the base. While miltary bases are secure, it doesn’t prevent civilians from access. As long as the base isn’t on an alert or other lockdown procedure, civilians can freely enter most bases, as long as all persons entering have requisite identification and a valid reason. Most bases have libraries, elementary schools, museums, and contracted food service facilities that are accessible during business hours by civilians. There are often other facilites on base that are joint efforts between the military and the civilian community at large that allow civilian access.Some examples at Fort Bliss, TX are the Fort Bliss Rod And Gun Club which is the main outdoor shooting range in El Paso. It is run by the military, and primarily used by service members for their weapons qualifications, but it is also used by local law enforcement and security agencies to train and requalify their officers, there are regular shooting competitions held there open to civilians, and civilians can even join as auxilliary members to have access for private target shooting. Another example is First Light Federal Credit Union. Its main branch is located on Fort Bliss, and it was originally founded as Air Defense Center Credit Union, but eventually expanded its membership to include anyone who lives or works within El Paso County. The Kay Bailey Hutchison Desalination Plant (the nation’s largest inland water desalination plant) is a joint effort between the State of Texas, the City of El Paso, and Fort Bliss to provide fresh potable drinking water to the entirety of El Paso County. William Beaumont Army Medical Center is primarily an Army hospital, but it is also a teaching hospital serving Texas A&M University Healthcare, and is the primary Level I Trauma Center for all of West Texas and Southern New Mexico (and even Cd. Juarez, Mexico).Second, most residents and employees on a military base are civilians to begin with, either as dependents (spouses and children of service members) or as contractors. Most bases are freely accessable to veterans, who despite previous military service are still civilians. Only secured outposts have complete restrictions to only service members and authorized contractors, and even they have to prove they have a reason to be there. There are no contracted food service establishments in such locations, nor any other type of business where the general public would be able to access.On Fort Bliss, at least, if there is a restriction to civilian access from the general public, the restaurants will provide delivery to the gatehouse for the customer to pick up the meals (meals are obviously paid for in advance either online or by phone thru a credit/debit card). Restaurants on Fort Bliss include Anthony’s Pizza, Auntie Anne’s, Boston Market, Charley’s Philly Steaks, Cinnabon, Einstein Brothers Bagels, Sarku Japan, Manchu Wok, Smashburger, Smoothie King, Healthy Pizza Company, Texas Roadhouse, and Smok’d B-B-Q. These are currently the only locations of these restaurants in El Paso. Denying civilian access to these wouldn’t be good community relations. Fort Bliss also hosts other restaurants including Dairy Queen, Orange Julius, Burger King, Denny’s, Buffalo Wild Wings, Chipotle, Baskin-Robbins, Starbucks, Arby’s, and Subway…but many of these have limited other locations around El Paso. Again, lack of convenient access isn’t good community relations.In almost every case, when you look online for a given restaurant, their address, will tell you its on base directly, or indirectly when you plot a trip if you don’t recognize the address. Bottom line, if you didn’t know in the first place, a simple internet check when you determine the closest (or only ) location to order from will certainly demonstrate it before you even place the order. If there is an issue that prevents you from being able to access base directly (aside from lacking proper identification to enter base), be it a lockdown or other emergency, or it being after hours for open civilian access, the restaurant taking your order will usually let you know and advise you accordingly, usually by having it delivered to the main gate for you to pick up from, if they don’t offer other delivery options such as GrubHub or something in-house.General Public access is governed by the following regulations:“Fort Bliss requires civilian visitors to obtain a Visitor’s Pass to obtain access to the military base by presenting a valid U.S. Government Issued ID (driver’s license, passport, State ID, etc.) inside one of the following Visitor Control Centers (VCC).Hours for the Fort Bliss Visitor Control Centers are as follows:Buffalo Soldier Gate - 24 Hours/7 Days a WeekChaffee Gate - 24 Hours/7 Days a WeekALL COMMERCIAL VEHICLES MUST ENTER THROUGH THE CHAFFEE GATE.NOTE: Effective 01/2016, Driver’s Licenses from Missouri, Illinois, Minnesota and Washington are no longer accepted as a valid single form of ID to access Fort Bliss, due to their non-compliance with the Real ID Act. However, most major military installations have similar rules and regulations for limited public access to civilian contracted restaurants and stores on base.

When will Texas gain independence from the U.S.A.?

The short answer is never. There has been a lot of political pandering in the last 8 years. Part of that pandering has involved throwing around the topic of secession as if it is actually a possibility. The fires are once again being fueled in the current election cycle.Those who fuel these fires in political speeches and on talk programs know or should know that there is no possibility that Texas will leave the Union while the USA remains a nation. Texas couldn't survive declaring war on the rest of the nation. If somehow enough shortsighted or mentally unstable people managed to be elected to high positions in Texas state government to fuel an actual attempt at secession, the full might of the US could be brought to bear faster than people imagine.Texas has multiple large military installations within its borders from Sheppard Air Force Base in the north, Ft. Hood (Army) in Killeen, more large bases in San Antonio, more Army near El Paso and the multiple naval bases in the southern end of the state. These are only the places that I can name quickly off the top of my head, so there are likely more. These are not National Guard facilities where the service members might be presumed to be Texans and possibly sympathetic on some level to secessionist nonsense. Additionally, there is another large Army facility just across the state border in Lawton, Oklahoma and a huge base with Air Force and Navy personnel in central Oklahoma and yet another air base a short flight away in Missouri with advanced aircraft that no established nation outside of the US can rival, let alone some wobbly weakling of a new nation with no real military.What could the governor of Texas hope to muster to challenge the military might and the will of the other 49 states united (where presumably those in power have not lost their minds)? Even if in some bizarre scenario Texas was told to go forth and be independent (which for strategic reasons could never be allowed), what would happen to the economy of the new "nation" when in advance of the split the US federal government removed all of those aforementioned military facilities with their personnel, equipment, jobs and families? It would be the equivalent of ripping large cities up by the roots including the families of the uniformed service members and all of the civilians who work in federal positions and want to stay employed and eventually receive their retirement benefits. There would be huge numbers involved. The potential impact on local businesses, schools and housing markets would be devastating. This is why congressional delegations fight tooth and nail to prevent the closure of even one small military base in their states.There is also the issue of the many thousands of people who work for federal agencies all over the state. They support the local economies, housing, religious institutions and schools with their federal salaries. Why would those people throw away their careers and future retirement benefits to stay in an unstable, weak foreign country that could offer them nothing in return but a collapsing housing market and economy? Don't forget the impact on Texans who will no longer be entitled to food stamps, Medicare/Medicaid or any entitlements, federally backed college and small business loans, FDIC guarantees to protect deposits in banks, CDC assistance in managing contagious diseases like Ebola or the new mosquito borne virus that is just reaching Texas this year. There will be no more money to maintain the interstate highway system which Pres. Eisenhower had built to aid in troop movements to defend the US not to make travel between the widely separated major cities in Texas easier than it was using the much smaller US and state highways.Think about Texas suddenly losing all federal law enforcement resources like Treasury agents, FBI, Border Patrol, Drug Enforcement or Customs. There would be no access to the law enforcement tools maintained by the federal government of the US like the FBI academy which provides advanced training for local law enforcement, the FBI lab or fingerprint records and their computers which track criminals, stolen vehicles and more.Would passports be voided for any who chose to remain in Texas because their US citizenship was stripped? A new country would have no treaties or agreements with other nations, so would the remaining Texans suddenly be isolated from the rest of the world and vulnerable to hostile takeover? (This last issue is all that the US would need for it to never allow secession to occur by the way.)Travel across the new international borders would be problematic. There would be no more Customs personnel or TSA at any Texas airport even if they could find qualified air traffic controllers to replace those federal employees. Texas would need to set up systems to use outside of the US systems for numerous things like air traffic control, crash investigations, Border and airport security to name just a few. The loss of those officers and agents and the computer systems they use would mean scrambling to set up an independent security system that would be sufficiently good for other nations including the US to permit any commercial flights from Texas to land in their countries. Otherwise terrorists could declare open season on Texas and use it to attack others.Of course smaller airfields and the surrounding businesses would be affected in addition to the major airports with the sudden loss of business. Private pilots, flight schools and small regional airline would have to deal with new international issues unless they wanted to confine themselves to Texas. The more likely scenario would be that carriers currently flying only domestically in the US would simply pull their businesses out of Texas.Southwest Airlines and other companies of all kinds headquartered in Texas or doing business in Texas would have to consider whether relocating or ceasing operations in advance of secession would be to their advantage. What would all of the professional sports franchises decide? Having hockey or baseball inside Canada which is an ally is one thing but inside a hostile former state? I can only imagine the deals that would come for relocation from other states to all major businesses including the sport franchises like the extremely lucrative Dallas Cowboys football empire. The franchise owners like Jerry Jones and Mark Cuban didn't get as rich as they are by being foolish about protecting their interests. Wouldn't states struggling from the loss of manufacturing jobs over the past few decades love to grab the technology and other lucrative businesses from Texas?This response is in no way meant to be comprehensive. In fact if I wasn't at home fighting the flu, I would not have taken the time to respond. However, I'm extremely weary of this ridiculous notion of secession being thrown around, and I hope that I have provided some food for thought that might cause at least a few people to question the source the next time they hear someone throw secession out as if there is a tiny sliver of reasonableness to the notion.

But are there any positive effects of it..?So, it has been seen :Crime has decreased :Crime rates in Delhi and Gurugram have plummeted in the last one month after the COVID-19 fear almost paralyzed the cities.Delhi police have registered only 2,000 cases including petty theft, robbery, and automobile theft since March 15, 2020. It represents a sharp 42% drop in crime rates in the capital of India. The drop in crime rates corresponds to the reduction in the percentage of vehicle thefts, which has given some mental peace to owners of personal and commercial vehicles some mental peace in these tumultuous times. A similar drop in crime rates has also been witnessed across other major cities like Kolkata, Chennai, and Mumbai. The Prime Minister’s decision of a complete lockdown for 21-days and the vigilance by the local law enforcement has contributed significantly to the steep decline in the crime rate in several cities and towns.Even in other parts of the world, Hoodlums are now assaulting fewer people, according to police officers, and some are even following government safety guidelines. In El Salvador, gang members are practicing social distancing and forcing others to do the same."It's really about opportunity," says Scott Decker, a professor emeritus at Arizona State University and the author of Burglars on the Job. "When we reduce opportunities for crime to take place, crime goes down."People are no longer out and about in the same way. Instead, they are hunkered down at home, following the recommendations of health experts. The question, Shilling said, is whether researchers can learn from the information to design safer transportation patterns. “We’re not going to be guessing anymore about what happens when you take half the cars away,” he said.Others :If the pandemic has prompted risky behavior for some, it has encouraged others to embrace preventive measures. Randy Mayer, chief of the Bureau of HIV, STD, and Hepatitis at the Iowa Department of Public Health, said the public has become more responsive to calls from the department’s partner services, which perform contact tracing for people who test positive for HIV, gonorrhea, and syphilis. “People are really interested in calling us back and finding out what information we have for them,” he said.
