By “Firearms License” I would assume you are referring to a New York State pistol permit. The requirement for permission of the political system to even own a handgun, was first imposed in NYS in the early 20th century via the infamous “Sullivan Law” and, like most that’s wrong with NYS, had its foundations in New York City and the Democratic Party. At that time, organized crime ran a vast “protection” racket. Shopkeepers had to pay weekly amounts to the local crime bosses or their businesses would be torn up and they would face physical harm. Most of these storekeepers were recent immigrants from Eastern Europe and were familiar with this sort of extortion from the old country. They paid. As their young sons grew older, they said, “Dad, this is America. You don’t have to put up with that.” They got handguns to keep under the counter to run off the local thugs. This put a dent in the protection business. Then, as now, the Democratic Party, which has always run New York City, was dependent on the organized crime people for money and for making sure people got out and voted and voted “correctly.” Thus, organized crime complained to the politicians and the politicians passed the Sullivan Law with the stated purpose of keeping guns out of the hands of certain named groups. Among those groups, “anarchists.” At that time, “anarchist” was a catchall term for people from Eastern Europe. To this day, normal, law-abiding people still can’t get a pistol license in NYS. That is only for the wealthy and politically connected.In 1980, the process would have been the same as it is now. Make an application through your county of residence. (Not a NYS resident? Forget it. ) With your application submit a full set of fingerprints and a couple of passport photos. Also provide several references and the reason you want the permit. If you were a resident of one of the better upstate (non-New York City area) counties, you might get the permit within a couple of months. Or it might take a year. Some, like Ulster County, even limited the number of handguns you could own. Also, you need permission of the issuing authority for the purchase of every handgun you want to buy. New York has had a long history of ridiculous and unconstitutional restrictions on your rights. Add to that, the process was run at the county level and a number of county judges saw fit to impose their own arbitrary standards and restrictions on the process. Thank God I no longer live in NYS.
