Is there a car rental company in San Francisco that doesn't require me having a drivers license for at least a year?

Thanks for the A2A.Actually, they all will. Not all the ones you listed (GetAround, FlightCar, and Turo aren't traditional rental agencies, per se), but all of the majors will. That includes Avis, Hertz, Dollar, Thrifty, Budget, National, Alamo, and Enterprise. The requirement to hold a driver's license for a particular length of time is a European thing. (That's why Sixt's terms and conditions require it--they're based in Germany. You'll see the same with Europcar as well as when renting with Avis or Hertz or whomever in Europe.) It is not a thing in America. I've never seen it in any of the American rental agencies' terms and conditions, and it never once came up at the company I managed. If you come right out and ask Hertz or Dollar or whomever in San Francisco if you can rent with a 6-month-old license, they may tell you they can't, but in practice, there won't be any problem whatsoever if you show up to the rental counter and hand over your brand-new license. That's because in the US, it's almost universal that you'll have your driver's license at age 16, so by the time you're 23 or whatever, they just assume you've been driving for 7 years. (They still respect that under-25s have a higher accident rate, so they charge underage fees to them and don't allow any rentals under age 21 [with a few exceptions].)There is really no mechanism for them to even know how long you've had your license. At least in the US, the physical license itself only shows when that particular piece of plastic was printed, not when you were first licensed. I have one in my pocket now that says it was issued three months ago, because that's when I went in to get it renewed. Nothing on the license indicates that I've been driving for 14 years. They'd have to pull my driving record and follow it back from my current state to the previous state I lived in to manually piece together that information (and even then, it may not actually be stated anywhere concretely when I was first licensed)--and in short, none of the rental agencies is equipped to do that level of research. In the extremely unlikely event that they ask why your license is only six months old, just tell them you just renewed it. They can't possibly know the difference. As an under-25, know that you'll pay an underage fee and won't be able to rent some of the nicer, more luxury-level cars or some vans and SUVs, but a regular Ford Focus or whatever is perfectly acceptable for you to drive.

Can I drive a rental car across the border from Ireland into Northern Ireland? Are there extra fees for that? Must I return it to the original country?

As others have said, you can easily cross the border in a rental car. They will never know. However you would need to have their permission to do so, as they could say that you are breaching the contract if you get into an accident. Or get a speeding ticket. This could cause all sorts of problems, mainly financial.I have rented cars in both Dublin and Belfast most years for nearly 20 years now, sometimes 3 times/year (family reasons). As my main destination was in Northern Ireland I investigated this issue extensively. The answer to the ‘extra fees’ question is ‘sometimes, it depends on the company’. Some (Hertz, Dooleys, in my experience) never charge for cross-border travel. Others (Budget, Sixt, in Belfast, in my experience) do. The charge can be one amount for the total rental. or a daily rate for permission to cross the border, even if you are only crossing for a little bit of the time. There is no consistency and policies change over time. There is no sensible reason that companies should charge to cross the border. It does not cost them more, but it means they can advertise a lower base rate, and so come up well in comparison searches. It also allows them to collect more money if you arrived without understanding that they charge. Maybe charging is sensible for the rental companies, as it results in extra profits from unwitting customers.I have based my decision on which company to use depending on whether they charge. It is usually easy to find on their website, though it can be buried under “terms and conditions”. If you are using a travel agency site, or one that provides multiple quotes, be careful, or clarify the situation before committing. There is generally a pretty large drop-off charge between Belfast and Dublin, There is usually none between the two Belfast airports. It is possible, but not usual, that you will get a Northern registered car in the Republic, and vice versa.
