Is Digital Britain on the wrong track?

I am having my doubts. While I see the undoubted benefits of having 50 mbs in schools, libraries, business parks etc I cannot see any genuine benefit in providing 50 mbs to domestic homes. Do we really want to build an infrastructure around the downloading of high definition movies in private homes? What other benefits are there? I could only think of high speed real time gaming and gambling applications as being possible beneficiaries – and frankly, if you have seen the medical data, neither of these kinds of application should be allowed in private homes. Both high speed gaming and gambling are addictive activities which can give rise to a myriad of social and mental problems when they are let loose in uncontrolled environments. We don't need high capacity broadband for video telephony in the same way that we don't need high fidelity for telephone conversations and never have had such a need. I have yet to find a personal high capacity broadband requirement that was really time critical – if you took a high definition movie of your son's birthday party would it really matter if it took a few hours to upload it in background to your family's video archive so that others could view it?I now have some solid experience which would suggest that the high capacity needed for home use is a lot lower than 50 mbs. I now have Virgin Media fibre in my home. Measured this evening at what might well be a peak time for people watching other content my download speed is only 7 mbs. Say, therefore, that my normal download speed is 10 mbs. How much can I do with this? Well ten days ago I had a one hour video SKYPE call with San Francisco - no problems whatsoever. I have three wired PCs on the network and about eight mobile devices on WiFi plus printers and scanners which I can use via Google Cloud. I have a couple of 46 inch HDTVs - not 4K specification - and several 20 inch televisions. British homes have fairly small rooms so TV sets larger than 46 inches are excessive for people of my generation who were taught never to sit too close to a TV screen. I can download and watch HD movies with ease and I make serious use of tablets for day to day video viewing.What advantage would I enjoy by having more than say 20 mbs in my home? And alternatively what harm could arise if I had more than 20 mbs in my home. It seems to me that there are no positive benefits whatsoever and plenty of harmful ones. If I could not have more than 20 mbs in my home then I would not be able to use high speed gaming services and my ability to perform DDos attacks on innocent parties would be limited. If I needed more than 20 mbs to go about my work they I should be working not from home but from public or commercial services where I would be seen by fellow workers and could participate in teamwork. I would be visible and therefore if I wanted to do something bad to other people it would be far harder for me to do so.Let me give a specific example. Last Friday I had a total hip replacement operation. Yesterday a car picked me up from the hospital to bring me back home - the hip replacement operation was 100% successful. I was astounded at the quality of care I received in a hospital where everything was electronically stored. Everything involved looks at laptops, from giving out medicines, to following detailed checklists. No slips, no errors. Every query I posed was answered thoughtfully and carefully. The medical team of surgeons, registrars, nurses and auxiliaries worked seamlessly together toward the common goal of making me well again - there was no status positioning whatsoever.A hospital like the one I was in needs to be given the biggest of big data pipes. (In my hospital there was good WiFi for everyone, including the patients, I watched programmes on BBC iPlayer and ITV Player in the middle of the night when I could not sleep using my £99 Tesco Hudl2 tablet). But for security and privacy and social cohesion reasons we should not give very big data pipes to people working from home. There is no need for it because everything lawful and sensible can be done with smaller pipes.I was in a centre of excellence where the surgeons specialised in total hip replacement. Another hospital across London has surgeons who specialise in knee replacements. During my stay there the patient in the next bed to mine was transferred to the other hospita. This was because he had had a motor cycle accident which had caused serious knee damage and the team at my hospital working together to review his case formed the view that his injuries were not straightforward and needed highly specialist attention. They were only able to do this because they were working together in a team in a physically and technically secure location with shared access to all his personal data (including high definition images). This could not be replicated by any operation where people were working from home.I believe that home working that does not involve team working can be performed at 20 mbs rates and that providing in excess of 20 mbs to homes should be restricted. Indeed this might be a test for business rate taxation - if you take a data pipe of greater than 20 mbs then you should be subject to business rate taxation.
