Why can an ILS have false glide slopes?

The lower lobe of the glide slope, modulated at a frequency of 150 Hz, lies on the ground surface. This reflects the waves forming incorrect glide paths (equisignals) which are above the ICAO recommended 3 degree glide slope angle. As hinted in the previous sentence, the false slopes always form above the real glide slope.
