DearGR WAIVER certificate is issued by your Forex bank for exporting goods under Non commercial invoice & for which the consignment does not involve any transaction in foreign exchange.In short for exporting such goods you do not require to release BRC as per the norms.

My answers will be as always short and crisp.Well the problems face by freight forwarders right now are as follows(speaking specially about Airfreight and operational point of view):-Documentation : Due to new GST implementation there are arrays of new documents which are either revised or included whose existence has not yet precipitated to the shipers or exporters.Annexure 1: this stands revised for all the shippers availing higher drawback.FEMA: this has replaced SDF forms long time back but still not fully implementedGR waiver: this is required by bank if any exporter is sending sample goods above 25000, now you must be thinking 25k what is it INR or USD, well that's the fun part initially rule was laid for INR 25k but revises to USD 25k but software were not updated and thus even though Mumbai customs honour this amendment IGI customs(Delhi) do not.End Use Code: this is new and still a bit unclear, there is a list of code provided by the customs from which shipper needs to chose, these codes state what consignee intends to do with this shipment.LUT/BOND/TAX invoice/NA- Now shippers can only export in either of the 3 category. Firstly, if his turnover is below 2 mil he will give not applicable (NA) declaration. Secondly, if he have availed LUT/BOND else have raised a tax invoice.2. Space: Demand for Airfreight has grown considerably but space in the airlines haven’t kept pace with the same, thus there is increase in rates, longer transit and offloadings.3. Custom System: EDI software lately have gone into numberous upgrades and maintenance hampering movements of already backlogged cargoes. No doubt this is one of the best thing happened to Exim fraternity but repeated breakdown has left a sour taste.Well these 3 are the major ones I can come out with, will add if I face some new ones, till then I am off to send cargoes flying around the world.

UPDATE: I spoke to DHL India this afternoon once again explaining the situation clearly to them, this time they came out with a solution. They said that this being a personal shipment where the goods being sent are not for any commercial use/or not for resale there is no such distinct ceiling for the monetary value of the goods.The following documents shall be required by them:a) Proforma Invoice of the goods being sent in which the value of the goods has to be declared by the consigner. Applicable in case if you don't have the original commercial invoice.b) GR Waiver Form - To be obtained from a national bank (SBI/PNB/Dena Bank etc). This document serves as a bank guarantee on behalf of the shipper that the goods being shipped are not meant for any Commercial Purpose(For Sale) and are meant for personal use only irrespective of their commercial value.c) Authorization Letter - The consigner and the consignee should be the same person. One has to give a written communication to DHL to authorize the delivery to the same person as the consigner i.e myself.The shipment should be between person to person e.g Mr. ABC <<Current Address>> to Mr. ABC <<Final Address/Destination Country>>.d) Copy of Passport & Visa - Visa for the destination country to which the consigner is moving.e) Copy of Airline Ticket(s)f) Departure Certificate - To be availed from the Airline from which one shall be travelling. (Can be availed after departure only-will be taken care of by DHL. they apply for the certificate on behalf of the shipper)g) Shipment will travel under personal IEC No: 0100000053h) In case of electronic items (as in this case) a declaration for non-hazardous substances also has to be given by the shipper.i)CBP 3299 Form(Applicable for USA only): Last but not the least. US Customs & Border Protection(CBP) allows duty free entry of unaccompanied baggage(Visit: Moving to the U.S. - Duty-free entry of unaccompanied goods, firearms, gift exemption, tools for new residents.) For which you need to fill up this form. The form can be downloaded from here: CBP3299.pdf . Please attach the filled form with the other documents for hassle free customs clearance in USA.For 50 kgs they will be charging around 50000 INR.
