However, a few things are known about it. There are no flash cars or exotic junkets and no shadowing of crazed, would-be world-dominators.Various garda and army units feed into the secret intelligent system, but their pay and equipment are already covered under the normal annual budgets provided by the departments of justice and defence.The €1.25m ringfenced for secret service use is more likely spent on paying informers who can supply the authorities with information on major drug gangs republican dissidents and international terrorists.The State organisations likely to have access to the fund are the Garda Security and Intelligence Unit and its Special Detective Unit.It is believed that gardaí are particularly anxious to recruit informants who are well-placed within organised crime, especially with a view to disrupting the activities of major drug gangs.On the Defence Forces side, the fund could be dipped into by the Army’s G2 unit. More commonly known as the Defence Forces Directorate of Intelligence, backed in the field by the elite Army Ranger Wing, J2 deals with counter-terrorism and counter-intelligence. J2 is made up of intelligence-gathering operatives from the army, naval service, and air corps.There is a certain irony in the fact during the war of Independence we effectively ran circles around the British with superior counterintelligence and played a far better spy game then they did. We beat them in the intelligence war.Once we won Independence those skills were no longer necessary and lost to the ether.Ireland is outside the “5 eyes” intelligence agreement between Australia, Canada, New Zealand, the UK and the US. These five generally do not spy on each other, but being outside this agreement means you are fair game.Ireland does not have a civilian intelligence agency like other countries, there was talk of creating one in the model of New Zealand Security Intelligence Service which is highly regarded internationally.The State should establish, recruit and train a small, specialised intelligence service, drawn partly from existing personnel and assets, under the direct supervision of the Minister of Justice. It would focus on counter-terrorism and counter-intelligence. Part of its core responsibilities would be to make government communications more secure.It is time to build a dedicated intelligence service with a sophisticated range of technological, language and cultural skills. The State is not exempt from terrorist threats, domestic and foreign. Nor is it safe from its friends. It is time to stop pretending otherwise.You want Ireland to join FIVE EYES without understanding the political or historic context behind the reasoning why Ireland is not a member.The Five Eyes alliance can trace its origins back to the post-WWII Atlantic Charter which set out the goals of the Allied forces in the post World War II era. As Ireland remained neutral during the war, they were not directly involved in these discussions.FVEY developed from intelligence sharing between various allies during and after the war.Ireland was not allied to the UK and the USA during the war (it remained technically neutral) Moreover Ireland was not part of the Commonwealth having fully left by 1948/9, the "five eyes" club was an agreement to share intelligence between the US and the British, including aligned members of the Commonwealth.These countries are bound by the multilateral UKUSA Agreement for joint cooperation in signals intelligence, military intelligence, and human intelligence.Even If Ireland was a member of FVEY she does not have the security and intelligence structures or apparatus to be a beneficial member of the club.Five Eyes is basically an Anglosphere club of Intelligence sharing, it is debatable whether Ireland is an Anglosphere country or not.Being a Neutral non-aligned country she does not share the same outlook as these other countries. The country prefers a multilateral approach to International affairs.Ireland has had a policy of neutrality as far as international relations are concerned since WWII. A history of emigration blessed it with a huge diaspora in America, which unlike say the German diaspora, is vocal about its heritage. That ensures an audience in the White House and sway on Capitol Hill. It is a small, English-speaking country with diplomats able to focus on a few clear aims. A policy of neutrality helps it avoid unpopular military entanglement. Unlike most rich European countries, it carries no imperial baggage. Indeed, Ireland’s history as a victim of colonialism still provides a useful icebreaker with countries once coloured pink on Victorian maps. Nor is Ireland shy about using its cultural clout.Ireland pursues an Independent foreign policy she is not part of FVEY for multiple reasons. We probably do more good outside the club then we could achieve as full members.Ireland has close security and intelligence ties with the UK and USA, Ireland. So much so that she currently has a former MI5 man as head of An Garda Síochána,His Appointment suggests a very close and working relationship between security services.Some might question the logic of employing a former Spook from a foreign intelligence service to head National security and policing, that's a debate for another day;Ireland can have close cooperation without the need of Joining Five Eye, creative ambiguity is how we do things here.
