There is no one answer that fits all cases. Decisions are taken by the visa officers looking at so many different things in an application, no one can genuinely help you without looking at all the details. Most study permit refusals follow a standard refusal template with up to 5 generic reasons. These letters are usually not very helpful to identify officer’s concerns in the application. Below are some of the major concerns I have seen officers having for refusals under the standard reason “purpose of visit”:Reasonableness of the study plan: You were not able to convince visa officer through your SOP that this program is a logical career progression, and how it will contribute to your career when you come back to home countryTies to Home country: You were either not able to establish strong ties with your home country/current country of residence, or your Canadian ties were equally strongFinancial standing: Based on your financial situation, officer may consider that this step is not logical or reasonable. A common example to explain this better: if you enrolled in a 2-year program, paid first year tuition upfront and proved you have expenses for the first year - you will meet the minimum requirement of application. However officer must see source of your second year tuition as well as expenses. Thus, a strong financial standing was required over & above the minimum requirement.The above is far from being an exhaustive list of possible reasoning. It is also recommended to order GCMS notes, if you work with an authorized representative - they can do it for you. I must say, getting approval on second application will be far more challenging - these are some of the hardest applications I do for study permits. Overcoming refusals is not easy.Good Luck!

These officers believed that politicians could not be trusted, and were skeptical that a republic born with a massive debt could long survive anyway—two assumptions with which any reasonable person of the day would have concurred. They believed that only a strong monarch could see the justice of their claims, give the new country legitimacy among the other monarchies of the world, and prevent the Continent from descending into civil war. They believed that George Washington should be that monarch. In fact, no one besides their long-time commander could possibly unite the country behind him.All that Washington had to do was agree to take the power, and all the mess and risk of trying to establish a republic—the improbable dream of two millennia—would evaporate, and America could quickly achieve normalcy in the world in which it was born.
