Chidambaram and his son’s assets are not known , they are so hidden to assess.And we expect these super rich politicians to do away with income tax . It is also a big tool for harassment of political or other kind of adversaries.So, despite its many advantages of scrapping income tax, they even avoid raising the income tax exemption limit.To engage public from this torture , government comes out with new promises . In 2011 , it came with a new direct tax code . It was made by same Income tax people who are known to complicate the things . They came with 400 page , 208 sections and 22 schedules as replacement of old 1961 Income Tax Act [5][5][5][5] . It was presented by Mr Pranab Mukherjee as FM in Loksabha in 2011 but then it went to dustbin because it was old wine in new bottle made by same people.Now this government has again came with a new Income Tax Code[6][6][6][6] for which a bulky report has been submitted few days back.I am sure , this will be again same thing in new garb , aimed at harassing the honest middle class tax payers , instead of simplifying the tax issues for growth of economy . As long as same bureaucrats are part of creating the Act , it can never be different.Actually our Constitution does not impose any restriction on amount of tax to be levied on public and also there is no limit for debts . So while government preaches savings to public , it itself believes in deficit budget, to impose more taxes on existing tax payers.Now when Government has tightened the tax noose around businesses by applying GST , old established industrialists and businessmen have slowed down their activities because they are accustomed to doing business without paying actual taxes .The goverments which never care for salaried people , becomes quite worried for investors industrialists and businessmen and immediately tax rates are cut , concessions, stimulus packages are announced[7][7][7][7] .I had written this earlier in March 2016 before GST implementation in July 2017[8][8][8][8] :In my view , if income tax is paid by only 4% population , it needs to be scrapped or exemption limit should be raised to Rs. 1 crore . It is injustice largely to service class , which suffers most because of TDS provisions while business class has all means to avoid it .In my 24 years service , I paid personal income tax , which if saved in equity / land , would have become more than 5 crores . My acquaintance and relatives who started 10 years later in business had all luxuries of life as they never had to pay any income tax and invested all surplus money in land and became crorepati in 10 years .So , this unfair tax needs to be stopped , if govt is failing since last 70 years to extract income tax from business class .There can be many ways to recoup the income tax earnings for govt.Assuming that 3 % people i.e. roughly 3.5 crore people pay 3.50 lakh crore income tax , it comes about Rs. 1 lakh per income tax payee . Out of that about 20% is spent in running Income tax department's salaries and other expenses . so net gains to government would be about Rs. 80000/- per year per person . Many economists and Mr. Subramaniam Swami has also advocated the scrapping of personal income tax or levying it only on super rich .Alternately , govt. can earn much more money by going for presumptive tax if one owns a house beyond certain floor area , car , gold , shares , agricultural or urban land beyond minimum threshold , govt. can get much more revenue because one cannot hide house , land , vehicles .A bank transaction tax of Rs 1 per transaction or entry to Malls , hotels , restaurants can give more money than the current revenue from income tax .But I think these suggestions are already implemented via service tax .See following data on service tax growth : Source Service TaxIt was more than 2,10,000 lakh crores last year and has yearly growth of more than 15% and Service tax has now become 18% in GST , so it is contributing more than 5 lakh crores now , growing at 15% per annum.Google Images​The only issue is that business persons are extracting service tax ( now GST) on each transaction but not paying it to government by showing turn over less than 10 lakh exemption limit .I have personally inquired and found that they pay a nominal presumptive fixed tax ( Composition Scheme in GST) while recovering GST from everyone on huge turnover and showing it on thermal paper receipt only .It is biggest scam in India by amount , done in connivance with tax officials , just like VAT in states . All citizens should be given a Whatsapp number where they can upload receipts of restaurant payments indicating payment of service tax , so that all establishments pay the levied income tax to govt after turnover exemption is withdrawn .I think govt. can go for scraping income tax or raise ceiling of income tax to Rs. 1 crore and do away with income tax corruption, tax terrorism for everyone, which benefits only income tax department staff , CAs , lawyers and wastes millions of hours of middle class people, senior citizens in filing of return and getting refund of over deducted taxes .It will leave more money in hands of service class, who form majority in income tax payments because of TDS and that will spurt real growth in economy , so service tax collection increase will compensate the income tax revenue .Finally , I believe that most tax money is going down the drain if it is being used for fulfilling absurd political promises to win elections like free Laptop, TV , WiFi etc rather than developing roads , railways and power infrastructure . So , tax utilization is bigger issue than tax collection .If you read 1961 Income Tax Act, it has ridiculous , outdated provisions for tax filing and CBDT adds more salt to injury by naming IT return forms as Saral , Sugam , Sahaj etc while making the forms lengthier with each column writing section of IT Act , which you need to Google to understand or go to a CA.In current ITR 3 return form, anyone who earns a business income above Rs 250000 annually , needs to file detailed balance sheet , profit and loss account and keep 6 different registers for ledger , bill book , customers etc along with receipt of any expenses worth more than Rs 50 . These are to be preserved for next 6 years for inspection of IT officer. Obviously that will need services of an accountant. Does a peon in govt service drawing more than Rs 250000 annually require to do it ? These limits are not deliberately raised for 10 years while government salary gets doubled in same period.They cannot increase even this limit to a respectable limit say Rs 5 lakh , for small businesses , so economy will be doomed and people will be forced to transact in cash.With CGST alone mopping up more than Rs 50000 crores and excise on petrol of equal amount every month , there is no need to impose income tax on income above Rs 250000 per annum . Is IIT and the IITians still serving their purpose of establishment?

Each day, I wake up, brush my teeth, take a bath, and promise I will not answer any IIT/NaMo-AK-Gandhi/religion related questions on Quora and spend my day in happiness.Along comes a question, whose very premise, is infantile and immature, whose tone is ridiculously belligerent and attitude ludicrously bellicose.Before I give an answer, I will analyse the question.Most of the people see it to be a shortcut to earn more money and fame! Yea, I admit, clearing the entrance is hell lot of pain and I envy people who did that. But later what is the point in going abroad and earning and settling there?Clearing the entrance is a lot of pain, you say. You envy IITians, you say. What is the point of going abroad and earning and settling there.Precisely because of the reasons listed.There are 'few' IITians who came and become entrepreneurs and employed people here, but what about the rest? Aren't they selfish? With such a less fee they graduate and tax payers money will be used to run the whole infrastructure!Where does it say that you cannot be selfish? Nowhere. Does the government make us sign an affidavit saying that you have to stay here? Nope. Does the term indentured servitude come to mind? Sure, now that I say it.End of the day, they show off (Not all but many!!)Thanks, but our professors taught us to show-off. (Not all but many!!)Now that we are done with some drama. Let me outline some facts.3% of the GDP is spent on education. 20% of that 3% on tertiary education, split on Govt. institutions and university grants. IITs get 150M of 2T of this GDP. Which comes down to...0.0075%. So if you pay tax, and I am not saying that you don't, for 1 Rupee of tax paid, IITs get 0.000075 rupee or 0.0075 paise. Thanks.Do you know the placement statistics of IITs? Well, less that 5% actually get jobs abroad. Speaking as one of the 5%, for my department of 80 fellas, only 3 have jobs abroad. That's less than 5%, correct? This ratio is shared in all IITs. So the idea that "Not-all-but-many" go abroad and settle, needs some refinement or data behind it. Take your pick. You can pick on me as much as you want, but do not pick on them. Because they still work in the country. Almost all of them.As you might be aware, we have earned independence from the British some 65 years ago. This means that India is a free country and there are no restrictions to work anywhere in the country or anywhere outside it (subject to that country's law). This also means that the government does not get to dictate where the student should work, where should they go, and how grateful should they feel.IITs churn out professors who are on all advisory boards for policy and reform.Your arguments, though extremely impassioned, lack any logic or sense. If I take your argument the other way this is how I will sound. If you have traveled by the train, or bus, or road, all of them have been built by public funds and tax payers money. So you use the country's resources everyday. You should be much more grateful than me. I do not use them on a daily basis. If you eat food, that has been subsidized by farmer diesel and kerosene subsidies, you are being a huge drain on our country's debt. I eat "outside". If you are working in a country, you are indirectly contributing to make one person unemployed. In a country where there is 11% unemployment, you are directly contributing to crime and poverty. I am not a leech on my country's employment statistics. And I still send my hard earned dollars home to mitigate my families' liabilities. So basically, I am A MUCH LESS drain on my country's resources on a daily basis than you are. Are you sure you are paying enough in tax?As I am one of the "but-many!!" who leave the country, and am a flamboyant show-off, I would knock one guy off his job, as I would be on an average, smarter than him and with international experience to boot. Though, I don't identify as a Libertarian per se. But I would like to attempt this question to let the people know about the Left perspective on CAA and NRC and why we oppose both of them. Here, I won't attempt the second part of the question which asks whether CAA is unconstitutional or not as I'm not a constitutional expert.Below are the reasons why I oppose CAA.Major issues with the CAAGovt has power doesn’t mean they can do anything they want. We the people have conferred the power to the govt, which cannot be done in whims and fancies of the ruling party.Most of BJP members and their followers keep on citing that the law is meant for religious persecuted minorities of other countries. Can you point out a single phrase of law in the act where the term RELIGIOUS PERSECUTED being used anywhere in the law legally? Please read the law carefully. Not anywhere the term religious persecuted minorities being used.. It just said 6 religious people from 3 countries can seek citizenship. Nothing about religious persecution. Why so? Because BJP knows well, if they mention religious persecution, the illegal immigrants need to prove in court, they faced religious persecution which is almost near impossible to prove. How can a Bengali Hindu prove Bangladesh had religious persecution? Most of the Bengalis ran into India primarily due to poverty, not religious persecution which is too less in that country. So to prove such thing is hard, so BJP drafted a law that give the blanket right to certain religious citizens of 3 countries to seek Indian citizenship for no reason.Refugees come to India owning to many reasons. Its never based on religion alone. For example, a good percentage of Bengalis came to India in 1971 when Pakistan launched Operation searchlight. It was an ethnic genocide which they implied over every Bengalis, irrespective Muslims or Hindus. Lakhs of Bengali Muslims were persecuted by equally Muslim West Pakistan and they ran into India to save their lives. So as Hindus. How can you say, the Hindus who ran into India have a clear reason to become Indians, while not Muslims when both were persecuted in 1971? The next round of movement came in 80s and 90s when Bangladesh was suffering extreme poverty. In that time, lot of Hindus and Muslims of that country moved into India to seek a livelihood. How can you say, Hindus can move in, not Muslims, when both faced same problem? Thats the key area which we criticize. You cannot look just religion and grant citizenship. The reason for seeking refugees are multifold. The reason must be valid, not the religion.India is not the NATURAL HOME OF HINDUS. India is not Israel to say India as the home of Hindus around the world. India is a secular nation and India is home to every Indian whether they follow any religion or no religion. A Pakistani Hindu is primarily a Pakistani, not Indian. If he has to come to India seeking refugee, the reason must be valid to the context, not his religion. What difference does exist if both Shia and Hindu are persecuted in Pakistan in equal levels, but one is allowed and other not allowed?India is bound by its constitution. We don’t need to make OUR RULES looking at what neighbours do in their country. If they persecute their citizens, it's their headache. We don’t need to change our rules because neighbours do so. If Pakistan is partial to Sunni Muslims and persecutes Hindus, why should India say, we will favour only Hindus of Pakistan, not Muslims? We need to focus the principle of our law, ie equality to all. If a Shia or Sunni from Pakistan seeks refugee in our country, its equally the same as that of a Hindu coming, as long as their reason is valid. The threat over life doesn’t change with religion.Now let me tell you the key problem here. India follows English Common Law, where the source of Law is legal precedent. Today a govt in power makes a law that discriminates refugees on basis of religion. If it becomes legal, then that concept of discrimination also becomes legal. Another set of future laws can be drafted citing this as precedent. We cannot have discriminatory laws for our citizens too. Moreover, these refugees are going to part of India, so how can a discriminatory law define their ADHERENCE TO SPIRIT OF INDIAN CONSTITUTION?CAA as standalone may be problematic to the spirit of the constitution. But with NPR/NRC, it becomes more problematic. If you look, in many parts of India, people don’t have many documents to prove their citizenship. It varies due to many reasons. India is so diverse, which we cannot see thro’ perspective an urban middle class alone. I have lived many years in remote locations of Rajasthan, Gujarat, MP etc where people don’t know who is ruling them. I still remember, one family telling, that its Jodhpur Raja who is their ruler as they haven’t understood we are living in democratic era. That much backward India is across many parts of the nation. Majority of our documents systems are outdated, not properly registered, not properly maintained. This means a lot of people, especially the weaker lower strata of society will struggle NRC. Thats why no sensible govt did so. Now the problem is if any other religions people are out of NRC, they can claim citizenship back with CAA. In North India, people are of similar stock. A Hindu person living in MP who if out of NRC, can make an affidavit that he was a refugee from Pakistan and claim citizenship. This option will be denied to a Muslim, if he gets out of NRC. Thats where the problem comes in. CAA becomes a sort of filter only for Muslims.We Malayalees are fighting, not because we are affected, but we cherish our identity as Indians. We cannot live minding just our own matter. In that case, whats the need of Indian tag? Can’t we be independent? If we need to be Indian, we need to understand the implication of CAA/NRC at large across India and this act is meant to communalize and create a second class citizenship. I have seen how Muslims live as second class citizens in Gujarat. This Modi-Shah wants to replicate the same across India. Thats where the problem is…Now coming to why I oppose NRC. Some people have this misconception that if you lose citizenship via NRC then you won't be able to gain it back via CAA. Even when the Home Minister of India has made it crystal clear that certain religious communities shouldn't fear NRC.Moreover, when we talk about NRC then why do we ignore NPR which according to the government records itself is the first step towards NRC.NPR is first step of NRC, Opposition says citing govt recordsApoorv Ranjan's share of "Some NPR data may or may not be used for nationwide NRC: Ravi Shankar Prasad" in Indian LeftistsFurther, let me quote some excerpt from one of my previous answer : Apoorv Ranjan's answer to What are the complications in the implementation of NPR and NRC?I have already explained in detail in my answer the issue which I have with CAA and NRC. The NRC violates the basic rule of law. Suppose if you murder someone. Then the burden doesn't lie upon you to prove that you are innocent. But the burden lies upon the state to prove that you are guilty of the crime. This basic law contradicts with the NRC. NRC assumes that you are an illegal immigrant unless you prove it otherwise. The burden lies upon you to prove that you are an Indian citizen. While, if we are to follow the basic rule of law then it should be the responsibility of the Indian government to prove that you are an illegal immigrant.Now, since the NRC has assumed us to be an illegal immigrant.
