The premise of your question is probably incorrect, as 5th generation fighters are superior in almost all respects over the early generations. Given the F-16 and F-15 were designed in the 1960’s and built in the 70’s, things have changed a lot, and for the better, in almost every respect,One of the criticisms I’ve heard of the F-22 and F-35 is their datalink is not compatible with the early generations and that “they cant talk” to each other. That means they cannot share radar contacts, weapon information, etc over the tactical data networks. This is actually true for the time being. The standard airborne tactical network on the older fighters is the Link-16 tactical data link. It runs on L band and is very secure, but it transmits a lot of RF - nearly continuously emitting RF signals. If you think about this on an F-22 or F-35, these are highly stealth aircraft and reflect almost no radar energy, so you don’t want them acting as a beacon transmitting Link-16 messages as airborne beacons. These stealth aircraft use a new network called MADL - multifunction advanced data link - that is very stealthy, very directional, and very secure. All things you want for a 5th generation fighter.So there is no MADL for F-15, F-16, and F-18. They might never get MADL for a lot of reasons, but they may get a next generation radio called TTNT - tactical targetting network technology - that can carry high speed internet traffic between aircraft.There are a lot of short-term solutions proposed for this lack of interoperability in airborne networks - one solution was BACN - a special aircraft that can orbit near a battle and relay data between the different types of network to both all types of fighters. Potentially, but there are measures being taken to limit that concern, and even with today’s hardware there’s tactics that can be employed to limit the issue.One of the measures being taken is the development and testing of special pods and payloads for aircraft like the F-15, EQ-4 and E-11. These pods / payloads simply add new radios and antennas to these aircraft, allowing them to receive and transmit the stealthy data links used by the F-22 (Intra-Flight Data Link or IFDL) and F-35 (Multifunction Advanced Data Link or MADL).Most data links such as Link 16 use either omni-directional or low gain antennas, meaning that when (for example) an F-15 transmits a Link 16 message, any radio (including enemy radios) can detect the transmission, provided they’re within range and have an antenna + radio that receives in that band. Anyone that receives the message needs to have the right encryption keys in order to understand the message, but hostile ESM suites don’t need to know the meaning of a transmission to determine the direction that it was transmitted from.The F-35’s MADL system avoids this issue by using high gain, phased array antennas. This means that when an F-35 transmits a message, it’s transmitting a beam (which might only be something like 5 degrees wide) directly to the recipient. If you’re not within the beam, it becomes significantly more difficult to detect the transmission, let alone it’s source. MADL also operates within the Ku-band which is less common (ie is less likely to be a radio band that an enemy ESM suite can detect), and is absorbed by the atmosphere more readily (so things like side-lobes and reflections off the receiver F-35 are less likely to be detected).But what about when you don’t have an EQ-4 / E-11 Battlefield Airborne Communications Node (BACN) aircraft, or an F-15 with a special pod like the Talon HATE near your F-35s?An easy current solution is to simply have an F-35 sit towards the rear of your forces and have it operate as the go-between for F-35s and legacy aircraft.At first glance it may seem wasteful to have an F-35 just operating as a communications node, but in training exercises it’s being identified that F-35’s often have the fuel after performing an offensive push to avoid returning to a base or tanker, and instead they’re able to hang around and provide sensing, communications and coordination to everyone going in on the next offensive push.Or if there is no second offensive coming afterwards, you can just have one or two F-35s in an air interdiction or offensive counter-air package flying relatively close to legacy fighters during ingress. For example, if you had an F-35 flying in formation with 4x F-16s, it’s going to be extremely difficult for an enemy IADS to figure out that there’s an F-35 transmitting Link 16 among that group. To low-frequency radars that might be able to detect the F-35, the entire formation is going to appear as a blob, to higher-frequency radars the F-35’s stealth is going to make it look like there’s just 4x F-16s, and to an ESM suite the transmissions will be coming from close-enough together that it won’t be able to determine how many jets are transmitting from that direction.And then besides all that, F-35s are going to be the workhorse of the USAF and many other air forces in the very near future, so this means that you’re going to have F-35s performing missions such as defensive counter-air and escorting of tankers and AWACS, at which point the F-35 can be a communications node and be actively performing a useful role while being towards the rear; where having Link 16 transmissions be detected is much less consequential.
