Interview transcript:-Interview Date:- 13/02/2020.Place:- RBI, Kolkata.Medium of Interview:- “ HINDI ”.Interview duration:- 20 mins (I was 4th to go out of 16).Education:- Schooling from KV Agartala (Science student) & B.tech in Computer Science from NIT Bhopal (2012 pass out).Job experience:- 08 years at Coal India Ltd(CIL) from 2012.Job Profile: Nodal officer of e-procurement cell at SECL(subsidiary of CIL).Interview panel:- 06 members including Chairman. (5 Sirs & 1 Mam).Chairman (Sir):-1. You have filled Hindi as medium of interview, right? {yes sir} so we will ask in Hindi, sit down and be comfortable & answer in Hindi.{ok sir}2. I can see in your Biodata that you received Appreciation letter from CMD for implementing e-procurement at your subsidiary, so you are doing good in present job, then Why RBI?{{ Sir I was directly placed at CIL through campus placement and was in 5 years bond period. I worked sincerely for 5 years & after the bond period I thought of finding better opportunities & then I came to know about RBI. I looked at the syllabus and got to know about economics & finance, which was completely new for me and somewhere I always wanted to know basic economics and finance which we hear in everyday life, so finding this as an opportunity I started reading for RBI and slowly it created interest in me to know more about eco n fin & nothing can be better than RBI to learn & that too practically}}3. Process of procurement doesn't have any uniform law in India, what's your say? Don't bluff if you don't know(smiling) because we can easily catch that.{{Yes Sir there is no uniform law and every organization have their own procurement procedures}} so what you think ??{{Sir i think we should have uniform procurement law, procedure, platform in India across organizations which can make procurement processes more uniform, transparent, time bound etc. }}Pointing towards next member to continueM1(sir):-4. What is Utkarsh? {{Sir Utkarsh is a 3 year roadmap of RBI}} It is roadmap regarding? {{Sorry sir, I read it but presently I don't remember}}5. What are the challenges for CIL?{{Sir, Government has allowed private & foreign players for commercial mining, so CIL's monopoly will be challenged & it has to compete with them}}I am asking about challenges from renewable energy sources because they may lead to closure of CIL someday?{{Sir, in India 55% primary source of energy is still coal. Also, to adapt to the renewable sources & new technologies related to it, people will take time to adapt.}} But we can see electric vehicles in street{{Sir, 70% of India's electricity production is Coal based and this is a huge number, so it will take time to bring down this number. But, I agree with you sir that our future is of renewable resources and it will dominate one day}}.6. Since CIL hampers environment a lot, What CIL has done for environment?{{Sir, last year in 2018, CIL provided USD 1 million to the corpus fund of ISA, Gurugram, Planted 18 lakh saplings & is planning to set up 3000 MW Solar plant to become net zero carbon emitter company}}M2(mam):-7. Your Hindi is very good inspite of being from North east, how?{{Thank you mam, because of schooling in KV, I have been speaking in Hindi from childhood, college being in Bhopal, again Hindi speaking state & in job too 95% conversation happens in Hindi}}8. You are earning in 6 digits, why you want to come in RBI?{{Sir, salary is by and large same if we sum up perks & allowances in RBI, & when comparing the prestige and importance of RBI, working in such institution, wage doesn't matter much. RBI is a place where we get lot of learning & growth opportunities, challenging work environment and opportunity to touch lives of millions of people by our work}}10. What is the process of procurement at CIL, say in short ?{{Sir, 1st the indent/requirement comes from technical dept., then MM dept. does the procurement through NIC e-procurement portal, tender is floated, bidding is done, tender is opened, reverse auction done, L1 bidder's documents are checked & if okay then supply order is issued to the firm}}Price bid is opened 1st?{{Sir, there are 2 types of tenders, normal & critical, in normal tender, price bid is opened 1st and L1's document is scrutinized & in critical tender, 1st the technical documents of all firms are verified & then price bids of eligible firms are opened}}11. Online Procurement is done above what value in CIL?{{Sir, above Rs. 2 lakhs all tenders are procured through e-mode}}12. And what is the criteria for Reverse auction?{{ Sir, all tenders above Rs 1 crore}}13. Why today is imp? From which sources you read economics & finance? From Quora, Wikipedia?{{Yes Sir, along with other sources, I read many topics from Wikipedia & Quora also, as we can get different answers which many times helped to understand things. But Sir, I want to tell you that as availability of economics and finance experts are very less around us, many doubts could not be cleared even after surfing internet and books. So, working in RBI,if selected, will increase my knowledge base and I shall be able to clear any doubt anytime from seniors }}How you prepared for Economics?{{Sir, I started economics from Mrunal videos in YouTube, and after clearing all basics I followed internet sources & newspaper}}15. You might have read interview experiences of candidates from Quora?{{Sir, for that you don't require to search in Quora, transcript pdf of around 50 interviews is already available in Google}}16. Does your place has internet connectivity?{{Yes Sir, there are no internet issues}}Ok I thought it to be mine area, so asked that.{{Sir Bilaspur is not mine area & its a city, so no issues of internet connectivity}}17.You said you have interest in Fin, then why didn't you think of getting some courses in Finance?{{Sir, I am thinking of giving JAIIB, CAIIB exams if selected and bought books too. In future I would like to get specialized courses}}.18. How your experience of implementing e-proc in your subsidiary will help RBI?? What are the key takeaways??{{Sir, the most difficult part was resistance from officers, they were not interested for e-mode and were reluctant of using computers}}So how you managed that?{{Sir, I went to each officer individually, explained the benefits of e- procurement, cleared their doubts through demo tenders and when they visualized the benefits of this, they started doing it. And i want to mention that my GM supported me a lot & also forced officers to get trained in e- mode whenever there was resistance. So, without his leadership and support it was not possible to implement. And sir, our subsidiary was 1st to implement and that too before target date}}19. What are your thoughts about Govt proc portal ?? {{Sir are you asking about Gem portal i.e. Govt e marketplace}}Yes,{{Sir it is made compulsory by GOI that any item before procuring has to be searched in Gem portal and if not available then go for other options. We have already started procuring items available in Gem from last 1 year}}What are the challenges it is facing?{{Sir it is in an early stage, everyday some changes are done in the website & the technical support team is also not very conversant with the processes and they keep on changing, so a lot of time is wasted making them understand what the problem is. But Sir, I believe in near future it will work fine and become more stable}}But Gem is mainly used for procuring small office accessories?{{No Sir, recently we have placed an order for procuring 1200 PCs from Gem portal}} OkayM5 (sir):-20. You mentioned about critical tender, what is the criteria?{{Sir, according to CIL purchase manual, tenders of HEMM(Heavy equipment) like dumper, dozer, shovels etc. are considered critical. Specifically it has not given item list or value for the same}}21. What is Swiss challenge method?{{Sorry Sir, I don't know}} It is related to global procurement {{Sorry Sir, I don't know}}22. Why Sensex is high when economy is down?{{Sir, people are optimistic about the market, they believe that the economy will recover soon because of all the steps taken by GOI, so they are investing in share market thinking about future profits}}.23. Have you read what finance minister said 2 days ago? What is Green Shoot?{{Sir, Green shoot means economy is in the path of recovery}}.Chairman signaled that we are done, you can go. I thanked everyone & separately thanked mam as she was continuously nodding her head & supporting me while I was answering others.Takeaway points:1. Never try to bluff. When I entered, 1st thing Chairman sir said was never guess or bluff any answers. If you dont know, just say: Sorry Sir, I dont know.2. Medium of interview: Many people hesitate to give the interview in Hindi even though they are not confident with English. Choose the medium in which you are comfortable and can present your best. I already mentioned that one panel member praised my Hindi speaking.3. Prepare your job & company profile (if any) very thoroughly: It can be seen from my transcript that 95% questions were from my job & company profile. Though I prepared the RBI speeches, RBI functions, burning issues etc., no questions were asked from them.4. Read the transcripts of interviews available in net: Except the job profile questions (which vary candidate wise), many questions are common like HR questions, important past events etc. Take out such questions & Prepare them well.5. Subjective: Try to score maximum in Phase-2 as interview is highly subjective. It can be seen by this year's marking. Avg. score this year is 25 & people got marks between the range of 1 to 49.
