What if as an international student I work illegally due to financial difficulties as an independent contractor is it advisable to file my taxes and pay IRS what I owe them?

There is only one agency in the US that I will not mess with, the IRS. All of the other three-letter agencies, and the ones with more letters, are easy to handle. I would pull a prank on any of them and not worry a bit. The IRS, on the other hand, I do not test. They can reach into your bank account, seize cars, houses, land, and even you.As an F1 or M1 visa, you assured USCIS that you had sufficient funds available for self-support during your entire education. Of course, COVID got in the way.F1 students can only accept on-campus employment and some limited off-campus employment, including Curricular Practical Training, Optional Practical Training, and STEM Optional Practical Training.The catch is, during a severe economic hardship, you can get an exception by submitting Form I-765, Application for Employment Authorization, a copy of your Form I-20, Certificate of Eligibility for Nonimmigrant Student Status, and other supporting materials to USCIS.Your Form I-20 must include the employment page completed by your Designated School Official, certifying your eligibility for off-campus employment due to severe economic hardship caused by unforeseen circumstances beyond your control. Speak to that school official to get help with the process.You qualify under the “Other substantial and unexpected expenses” exception.You can also check to see if DHS has suspended the regulatory requirements preventing you from working due to national or international financial crises. If so, submit the same forms with help from the same school official.Both F-1 and M-1 students may seek off-campus training employment related to their area of study. It requires authorization before starting by the same school official.ICE's guidance allows international students on OPT to start a business and be self-employed if they can show that they have the proper business licenses and are actively engaged in a business related to their degree program. The same school official will help you with compliance.Many schools have established international student financial hardship assistance funds. Check with yours to see if they have one.Do NOT tell anyone that you are already working as a freelancer. Do not lie if someone asks; try to avoid answering by changing the topic or asking another question. Volunteering information not requested is one way to lose your visa.Good luck!
