Why doesn't downtown Palo Alto have a permit parking program for residents?

The City of Palo Alto has one Residential Permit Parking (RPP) district located in College-Terrace adjacent to Stanford. The program includes a 2-hour on-street parking limit without a residential permit. The City is currently exploring opportunities to address concerns from adjacent downtown neighborhoods regarding parking. To date the City has restructured the distribution method for downtown parking permits made available on a priority basis to downtown employees and has seen garage use increase by as much as 50%. A new permit management system is currently also being implemented that will allow people to register for, obtain, and renew permits online. The City has also entered into a Study Group with adjacent downtown residents and merchants. The Study Group is focused in the Professorville neighborhood to help focus the discussions and to develop a framework for proposed policy. The Study Group has been instrumental in identifying data that the City is collecting in response to help make well informed decisions and to ensure that projects for parking considerations balance the needs of the community. For example, a windshield survey was developed and distributed targeting the drivers of vehicles that park "on the street". The survey yielding over 800 responses with most noting concerns regarding the cost of downtown parking permits. In response, options for lower cost permits are being developed and will be deployed as part of the online parking management system.lA new RPP district is one solution on the table to address resident concerns and costs associated with a program are currently being explored. The City is also completing a study to identify locations for future parking structures or management strategies such as valet parking at existing garages to provide additional capacity. The City will be reporting on the actions of the Study Group this Spring.

What type of WWII aircraft were kept after WWII, and how many?

Canadian answer here.First and foremost, let’s start with the C-47 / DC-3. There are still C-47s in active commercial use in Canada, and the newest one is 72 years old. They are also being remanufactured by Basler, and if those planes also have a 75 year lifespan (which is not impossible) it is realistic that C-47s may be flying 150 years after they were first designed and built. The C-46 Curtiss Commando was also very popular after the war, and again there are still examples in current commercial usage:A wide variety of ex-military planes were used for both aerial firefighting and aerial spraying. When I lived in New Brunswick in the 1970s, there was a large fleet of Douglas SBD Dauntless and Grumman TBF Avengers used for spraying programs against the spruce bud worm, and they were in service until the early 2000s:The other little-known but exceptionally important use was for aerial surveying programs. After World War 2, much of Canada remained unmapped. The federal government embarked on a very aggressive program of mapmaking, with most of the surveying done by photo-reconnaissance.This was subcontracted to private operators, in particular Spartan Air Services of Ottawa. The chief pilot / chief engineer of Spartan was a guy named Weldy Phipps, and was the father of my best friends growing up. Weldy was a mechanical genius who held the highest A&P license as well as the highest commercial rating as well as the highest CFI license, so he could design, build, test, certify and instruct on any plane he wanted. For aerial surveying, they needed planes that were fast, reliable, long range, cheap, and roomy enough for giant photo-recon cameras. They ran a variety of fighters and bombers including Avro Lancasters, Avro Ansons, P-38 Lightnings and DeHaviland Mosquitos. They bought the Mosquitos for $1500.00 in England and flew them back via the polar route, in the winter, navigating by star sights using sextants Weldy glued to the windshield.

How do I estimate the vintage of a vehicle in a videographic traffic survey?

Most car people can get you close to a year of most cars. Some are to similar in style to get an exact year so a range would be as close as you might get. For this I will use an example of the 60 to 66 Chevrolet c10 trucks. There are minor differences to them some only being the c10 badge on the fenders. So without that in the picture you could get 60 to 63 or 64 to 66. Those two have a slight difference in the angles in the windshield that only a real fan of the truck might pick up on. Just one example of why an exact year would be difficult. Another would be some if the chevelles have different headlights in year changes so without seeing them might get a 2 or 3 year range. As far as a non car person if you know a make and model you could look up Google images and get pictures and get to a year.
