First off, I just want to point out the reason this question was asked is because there is the general assumption that large countries tend to have better militaries, intelligence agencies, etc. because bigger is better, right? The bigger the population, the more people to work the land, the more people with an above average IQ if you take current non-ethnocentric, non-eugenic models of IQ meaning more good quality brains waiting to be educated and put to proper use, the more potential candidates for an intelligence service, the more doctors to heal and keep the population in good shape, lawyers to argue in and for the country, economists to help create wealth and raise the standard of living and therefore access to technology, etc.Yeah…sure. The direction this world is heading, I guess that’s the inevitable result, with proper reforms. Compare China and India. China is not even a democracy yet it’s reforms have thrust it so far forward in 50 years, in terms of numbers in progress in many areas it has eclipsed the US by now many times over.The US, despite it’s shortcomings, is still the wealthiest country in the world, and one of the most advanced. Maybe not the most advanced in many fields, but definitely one of the most advanced overall, simply because total wealth combined with average wealth, a high population, standard of living, land area, access to information and education, and natural resources stack.Even despite that, the US is not doing as good as it can be.It is doing better than India, which might have half the land area but 4x the population, and is in close proximity to China, which is doing significantly well, even if India is a democracy.Indians were smart kids in school when I was growing up, not just the Chinese kids.There are a lot of factors over why one does better than the other.But besides all that, when it comes to intelligence services, many seem very effective or overpowered. The Mossad is generally more known in the West than Indian intelligence, and some who have no clue about Indian intelligence might even automatically assume that the Mossad is more effective, but that’s a false positive, due to a lack of information on Indian intelligence and too much information that paints the Mossad favorably.Remember that although while wealth, size, military power, all count significantly towards the effectiveness of an intelligence agency, so does multiculturalism, education and training of agents, how agents are used, the geographical location, but also good leadership and good agents. Sometimes you’ll find a third world country in the middle of nowhere has a more effective intelligence service than one in a developed country, but in relevance to what? Their neighbors? The overall influence domestically, with their neighbors, in the world? Influence their neighbors to what extent? In what fields?I’m also going to explore a few models intelligence agencies use. The entire spectrum of methodology used by Five Eyes agencies is vastly different than that of the former Soviet Union and Yugoslavia, which is then similar yet different to that of China, which unlike the former USSR and Yugoslavia is still a Communist country so they both have their current methodology stem from along the same line, but now use different models due to having different political, economic and legal systems. Yet again India, Israel, Pakistan, Indonesia, Germany, Italy, Brazil, Mexico and Hungary use different models, all relevant to their geopolitical position.I’m going to do a ranking, not a firm one by numbers because it’s hard to quantify in so many different categories, especially if certain countries overlap in some areas, but based on research and some personal sources, over which small countries and in what category of intelligence are more effective for the size of their countries and the wealth of their countries.I’ll also explain why some intelligence services are more powerful than others.The first question you have to ask yourself is what ambitions does the country have. Intelligence services in some countries are independent of each other’s elite class, therefore forming different ambitions and the will and doings of the intelligence services are not congruent with the will of the people.In others they control the government, and therefore the fate of the nation, while still in others they work for the nation.The Mossad is powerful because the US backs Israel and provides it with $3 billion a year in aid, because Israel is the main puppet state the Five Eyes countries use to destabilize the Middle East. While not all Muslims and Jews hate each other, Israel in the Middle East is to geopolitical stability as placing Crips and Bloods in the same neighborhood as the KKK and the Hells Angels. The Israeli lobby is the biggest lobby in the US, and that also plays a big part in shaping American foreign policy. The Mossad is powerful because it also dares to do what other intelligence services cannot, simply because of the guarantees provided by the US military, therefore granting it sometimes complete impunity.The British intelligence services are also powerful, say compared to Germany, Italy, France, Spain, Poland, Ukraine and other countries of a comparable size, due to having long traditions as well as being part of the Five Eyes agreement.M15 and M16 were powerful because they did espionage and statecraft as it’s done today before many modern nations, especially third world nations. With the loss of the British Empire thanks to Nazi Germany, it would’ve dwindled and became in power similarly to the influence French intelligence might have.But thanks to the Five Eyes, it still retains a high level of effectiveness. It’s also established, always maintaining it’s technological edge, looking to cultivate great agents, etc.One domestically powerful agency is Canada’s CSIS. Canada might not hold a lot of political, military or economic clout in many other countries like the US does, but it does a phenomenal job inside it’s own country. It isn’t due to just CSIS though, CSIS’s effectiveness is largely dependent on that of local police services, provincial police services and the RCMP.The fact that Canada is 9 million sq km, has more natural resources than Australia, yet such a small population, and such good infrastructure and a high standard of living, is like having a newly built city with nobody living in it. The Canadian government spans many different departments and agencies, for such a small country it’s immensely large and complex. Just see how many Crown corporations exist and you’ll see what I mean - all of these are government agencies.Canada is also a bait country, similarly to Australia, used by Five Eyes to lull the elites of China and India, into spending their money and resources in Canada and Australia, which are empty, while the elites of both countries are largely based in the US and UK.In the meantime they are under the watchful eye of Five Eyes intelligence, who are mapping everything out. So essentially they get the elites of two of the largest countries in the world, who are both allies of Russia and part of the SCO and BRICS, come to the territory of what should be their enemy, and be placed under observation for years.Toronto Star recently published an article regarding $28 billion of shady money being laundered through the purchase of 51,000 homes around the Greater Toronto Area, yet you can’t buy bitcoin anymore without literally taking a picture of yourself and your bank statement when buying bitcoin from Canadian sellers, and you can’t even gamble without a card that records all your winnings and losses and that gets directly reported to the Canadian government.So, essentially… they allow money laundering for very wealthy foreign elements, as long as the money gets spent here, but disallow money laundering attempted by small local elements.Five Eyes countries use criminal records as a sort of economic insurance policy. Millions of Five Eyes citizens now are forced to stay within their countries for long periods of time because of how the penal system works, and spend money there.Meanwhile criminals from India and China are allowed to purchase tens of billions of dollars worth of property in Australia and Canada, and are allowed to travel any time they please and law enforcement typically not only leaves them alone, but puts them as priority number 1 in case something happens to these business people and international students. It will even disregard the safety of Anglo Canadians and Australians over that of Chinese and Indian citizens.It basically lulls them away from Russia, making them think one day they’ll inherit the vast swaths of land that are Canada and Australia.Five Eyes countries do NOT use criminal elements as part of their intelligence apparatus, but heavily use law enforcement agencies and the penal system. They will convict somebody despite evidence, and let others go, in other to stir the pot and watch relationships and connections and map them out. They can study a person’s habit when placed under the watchful eye of prison cameras, as well as how they conduct themselves in court, probation, how they defend their “crimes”, and Five Eyes countries tend to have 30–40 percent of people with criminal records so that just goes to tell you what is considered criminal is based on the opportunity presented to the police for prosecution, and not because the act is criminal in itself.Russia and China DO however use criminal elements as part of their intelligence apparatus, as does most of the former Soviet Union, Yugoslavia, Balkan peninsula, etc.Mexico also does in a similar capacity, but using different methods.Russian organized crime groups have been documented to work with the FSB and SVR, as many current ex Soviet criminals have a military or intelligence background, and many are ex KGB.To those who think this is only a Russian phenomenon, the same is currently prevalent of Serbian, Bulgarian, Macedonian, Bosnian and Albanian criminals.Many Serbian, Bulgarian, Macedonian and Bosnian criminals are ex police, ex intelligence or ex military, and many Albanian criminals were members of the Kosovo Liberation Army which at it’s height numbered 45,000, more than the current active army of Canada, and many of it’s members were trained by the CIA and UK SAS during the Kosovo War.Much of the KLA and NLA got legitimized, went into the police or underworld structures of their host countries, or became the official military or political apparatus of the country.Bulgaria itself under the Warsaw Pact had hundreds of front companies in it’s intelligence service from Los Angeles to Tokyo, and many of these ended up getting swallowed by criminal elements when the Iron Curtain fell.If a country as small and internationally irrelevant compared to the US or Russia as Bulgaria can manage this, then many other small countries could. Bulgaria today produces some of the best criminals, bodyguards and hitmen in the world, many of which are vastly superior to Russian criminals, and are probably some of the only ethnic criminals the Albanian mob is not willing to mess around with, but outside of Bulgaria and maybe Eastern Macedonia and some parts of Northern Greece, Bulgarian criminals do not hold much clout, the way Serbian criminals took Western and Northern Europe by storm in the late 1970’s to early 1990’s, only to be replaced by Albanian criminals post Kosovo and Macedonian wars.Germany’s BND is extremely effective, and frequently overlooked. It’s probably more effective than Chinese, British, Israeli and Indian intelligence, but not more effective than the current state of the CIA or SVR.Some lists put Mossad on top, and British intelligence second. This is wrong. The Russian SVR, as was it’s predecessor the KGB, is the best intelligence service in the world.It not only controls the fate of 15 ex Soviet countries, but has penetrated some South American, some African, many Asian countries and half of Europe.Russian intelligence and Russian organized crime groups support some of the Balkan peninsula’s most powerful criminal elements that have made Balkan drug cartels the number 1 in heroin and cannabis trafficking in the world, and number 3 in cocaine, making them wealthier, more powerful and numerous than Mexican, Colombian, Afghan, and Indochinese drug cartels.It is said that the number of Albanian mafia type criminals is around 112,000 in Europe, giving them amongst the largest drug distribution networks in the world, backed up in Kosovo, Albania and Macedonia by their paramilitary wing, the KLA, making penetration by the Italian mafia, Triads, Yakuza or even the Russian mafia, let alone US street and biker gangs, virtually impossible.I see the Triads have managed to get a foothold in certain Balkan cities, but only on an ambassadorial level such as through Sinohydro, not an actual operational level.Triad groups are often used by Chinese intelligence, even though Chinese authorities HEAVILY crack down on Chinese criminals, because China is still a Communist country and the Communist party in Yugoslavia and the Soviet Union made organized crime virtually non existent.The fact that millions of pieces of arms, equipment and vehicles went missing after the dissolution of the Soviet Union and Yugoslavia, is even more frightening, because now where the Soviet Union was a political loss for Russia officially, unofficially it was a tremendous defeat for the US.Without any controls or reporting requirements to the UN, they basically transformed much of the Red Army and KGB into the Russian mafia, and all of these arms went missing and were sold to countries that support terrorism, arms embargoes, drug cartels, etc. all hostile to US and European interests.Even Serbian intelligence gave passports to it’s own criminals to drain Western Europe of money, but most of Serbian criminals were more involved in robberies and burglaries, where Albanian criminals tend to be drug traffickers.So, to sum this up, Five Eyes uses law enforcement to create crime scenes and put many nephews, nieces, sons, daughters, cousins, of high ranking people in many third world countries behind bars, and criminalize their future, in order to flush out their connections and learn from their modus operandi.Russia transformed much of it’s military and intelligence services into criminal elements, but they took their manpower(some 3 million in Russia, 300,000 outside of Russia) to influence other countries, such as the Balkan peninsula, which are among the largest drug smuggling corridors for drugs, to create mafia states maintained by local elements, but instead of putting local people there, like it has in many US, Canadian, Eastern and Western European cities, it instead hires local muscle, which in return get backing to counter-balance US backing Albanian criminal elements. So Serbian, Macedonian and Bulgarian criminals hold it down in their respective countries, and take a piece of the drug smuggling pie, the same way Turkey does.Local Balkan intelligence services tend to be tied to organized crime, as is customs, the police, judiciary, political parties and many local influential businessmen. This is why the Balkan underground is not as volatile as that of Mexico or Colombia, because the groups seized power in much the same way as there was in Russia.There was many murders in the early 1990’s and then that number got cut down significantly, as things stabilized and the balance of power set itself at a more rigid point.Note that while Five Eyes countries mostly focus on espionage, the KGB and Balkan intelligence mostly focuses on subversion. Balkan intelligence agencies take it even further by supporting criminal elements.You see, Balkan countries realized they never will be able to win an economic, information or psychological warfare campaign against Western Europe and Five Eyes countries.So instead they did what Russia did - safeguarded most of their large umbrella companies formerly owned by the Communist party and converted them into private criminal owned enterprises, typically held down by mob bosses. Carving up territories, cities, business sectors.Singular factory complexes would get spread apart in “tenders” given out to 15, 20, 30, 40, etc. now privately owned companies.But unlike Russia, Balkan criminals are proxies. Meaning many of them make money the same way as regular Balkan people - either by being seasonal workers or by holding down some sort of local monopoly.So criminals would go make money in Western Europe and Five Eyes and then come spend that money and build houses in their home countries. Yeah, this isn’t a long term solution, but it works, as they can maintain their Communist era standard of living.So while for international drugs Balkan countries tend to be a transit place, not a destination, they are also a hub for international criminals to come meet without drawing much attention, because Germany as a destination market is more important to an international drug cartel than Croatia is, for example.Indonesia, Phillipines, Brazil, all similarly have agencies that are relative to their sphere of influence.French intelligence tends to concentrate mostly on the EU, in particular Germany, UK and Switzerland, as it borders with these countries and these countries are more relevant to it’s survival.Internationally, out of major players, it is probably very entrenched in Canada but not as much in the US or Australia, for example, because those are hard to penetrate for it, and also not as relevant to their immediate and possibly long term interests.Germany would have a larger reach than French intelligence, because it is the leader of the European Union. Therefore it battles the CIA, SVR, M16, Mossad, Chinese, Arab intelligence, as well as the intelligence services of most other European countries.Much of Scandinavia and Germanic countries such as Denmark, Sweden, Norway and the Netherlands, tend to operate more like the German BND than M16, CIA or CSIS, because it makes sense, and most of them work together. So if you see Royal Dutch Police work with the German BND, don’t be surprised, even though the police service of one country shouldn’t be working directly with the intelligence service of another, without going through the intelligence service of their own country, or the police service of the other country.Hungary has to play it’s own game, as does Italy, and Spain.France has a lot of clout in French speaking African countries, more so than Spain has in South America.Brazil has more clout in Spanish South America, than Spain has in Spanish South America, or even Portugal has in Brazil or vice versa.Indonesia might be a Muslim country, but it does not play Middle Eastern politics the same way Arab countries or Turkey does, nor Indochinese politics the same way the Phillipines do. Turkish intelligence is also very overlooked, but it tends to have more clout in Arab countries than anywhere else, and it does have significant clout in Germany and the Balkans.UPDATE 2019–03–28:I just want to add a few points I feel I left out. Each country or set of countries using the same or similar modus operandi in their overall spectrum of intelligence operations(former Soviet Union and Yugoslavia are one set, Five Eyes are another set, Germany, Netherlands, Belgium, Switzerland, Norway, Sweden, Denmark are another, etc.) does it because they see the vulnerability in another set that they want to exploit.The two main strategies used by former USSR and Yugoslav countries are 1) subversion and 2) raising crime rates.This strategy is designed because it particularly works in Western Europe and North America.For one, freedom of information, personal privacy and access to information is almost a guaranteed right in Western Europe and North America. By flooding the ether with information and subliminal messaging designed to break the mind, instill insecurities and dumb down the population, it becomes easier to create a weak population. So the ex USSR and Yugoslavia win over Western Europe and North America in terms of information and psychological warfare.Western Europe and North America in turn fight this by creating a very strong government and a very good system that points people in the right direction, by giving “hints” instead of forcefully telling them you have to do this and that, because obviously any attempt to defend themselves against it have failed within the last 50 years. Don’t forget things like civil rights and women’s rights are largely Communist ideas that somehow the US thought nobody would notice it uses in it’s propaganda to promote this equality and multiculturalism that would not exist without countries like the USSR.In return Western Europe and North America flood the former USSR and Yugoslavia with cultural warfare and economic warfare tactics designed to bring out the worst in these societies. Thanks to Hollywood, heavy metal, hip hop and other mainstream sources of anti culture, anti refinement and pro anarchistic ideals, many youth in the former USSR and Yugoslavia have adopted the worst that America in particular has to offer. Mind you rock and roll was banned in Communist countries. Also, pro gay propaganda works in the same capacity, the reason why Russia introduced the law they did. North America and Western Europe decided to call the USSR’s bluff regarding equal rights and take it a step further - by legalizing stuff that was otherwise illegal for both the east and the west. So in terms of cultural and economic warfare, Western Europe and North America are currently winning against the former USSR and Yugoslavia.To fight this cultural and economic warfare and prevent people from turning into punks and drug addicts, the former USSR and Yugoslavia converts a large portion of their male population that has served as military conscripts, police and intelligence operatives, into gangsters. The female population being submissive to cultural brainwashing, creates a culture of prostitution. So where you had the same values taught to young girls as in the Muslim world, a paternal centric system, now you have the worst of Western values and materialism, but they still take the time to make themselves look good men in order to compete with each other, the part that Western girls typically don’t do as much in comparison, because this male centric system dictates it. Add in music videos that glorify the mafia lifestyle, and most of these countries have somehow converted themselves from a Communist society to mafia states. So now youth grow up with the ideology that being a mobster is good, but not a regular bandit. Expensive cars, big houses, beautiful but classy women, glamorous restaurants and nightlife, etc. So they take the bad and turn it into good.To combat this, North America and Western Europe want to restrict these people from taking advantage of things like Bulgarian passports(mind you Bulgaria was let into NATO and the EU to drive it AWAY from Russian influence and for NATO to gain access to the Black Sea, but that’s from a military perspective, not just intelligence) which can accommodate Russians and Ukrainians because they have similar names to Bulgarians, while granting them proliferated access to the EU, the largest and richest market in the world(since they don’t have access to the US).In turn, they cyphon money back to the former USSR and Yugoslavia and where a single generation(25 years) has been ruined, the next generation will enjoy the fruits that Capitalism could’ve brought, even though Capitalism coming to former Communist countries was intended to destroy them.This in particular works with Five Eyes countries, and to a lesser extent with Western European countries.Five Eyes countries being police states, while giving 30 percent of their population criminal records, as a sort of forced compliance and keeping the money in the country mechanism for the long term, and having a system where criminality thrives due to privacy and just the dynamics that exist in North American large cities, therefore cultivating crime to begin with, especially since the police, corrections and judiciary is the most powerful set of interest groups in the country and the penal system is designed to prolong the corrections process so as to keep people like probation officers and cops on the job, because policing and court cases are mostly dealt with on a statistical basis(convict as many people as you can through fear tactics and guilty pleas, catch as many people as you can when you can, but don’t spend too much time investigating crimes, etc).But since North America and Western Europe alike are largely businesses, it infuriates them when crime rates rise. Eastern European criminals are intelligent, and use economics, military and intelligence tactics to take over the dumb Western European and North American criminals markets. They cyphon money, are insulted because Western systems allow these loopholes to exist, etc. China does the same thing for strategy 2, but strategy 1 isn’t subversion - instead it’s economic warfare, which China is winning against North America and Western Europe. Basically, if you can make a better quality product and sell it for cheaper you’ll beat the competition and win at Capitalism, but they use their central planned economy as a pillar so they will never go broke because the competition managed to win.It’s absolutely no coincidence that some of the worst neighborhoods in North America and Western Europe tend to be close to immigrant enclaves from the former USSR and the Balkan peninsula.Sydney, Melbourne, Brisbane, New York, Miami, Detroit, Chicago, Los Angeles, Las Vegas, Berlin, Vienna, Zurich, Geneva, Paris, London, etc.In Toronto, for example, Jane and Finch, which is not only one of the worst in Toronto but in all of North America, is just a few kilometers away from Bathurst and Steeles, the biggest Russian enclave in the Greater Toronto Area.Imagine the Russians selling guns, drugs, organizing stuff, with street gangs, Italians, Bikers, etc.They have access to this stuff through their connections in Europe and Asia.And if Chinese and Russian intelligence work with Triads and Russian gangsters, all bets are off.Why does this infuriate Western Europe and North America? Because they are run like businesses. The real estate market, for one, can easily be bought out by foreign interests. In the Toronto area alone there have been 51,000 houses bought, worth around $28 billion, in anonymous money.They hold onto property, artificially inflate prices and one thing leads to another your population gets poorer.Raising the crime rate, on the other hand, is bad for property values. The real estate market is one of the thing that keeps North America in particular running, because of incredibly overpriced real estate and most people have to constantly work to pay it off for decades. They have no freedom to spend the large amount of money you’ll make in North America compared to the rest of the world.So while crime rates rise, property values fall, while nice neighborhoods have incredibly expensive houses. Even mediocre and stereotypical North American suburbs are seeing houses and apartments cost anywhere from $1500–2000 a month in large cities.So it creates a disbalance.As far as the Germanic countries go, their main strategy is economic warfare. They put everyone in debt to them because they are the highest quality societies in design.Products imported into Germany are 1st rate, those imported into North America are 2nd rate, those imported elsewhere are 3rd rate, etc.Even those produced there. Quality has always been their strategy, because it can’t compete in natural resources like Five Eyes or numbers like Russia, China, India, etc.
