Being able to walk safely and freely is a right.It's not that ‘jaywalking’ is allowed in the UK, it's that ‘jaywalking’ as a concept doesn't even exist. Crossing a road in the UK, and most of the rest of the world, isn't even considered to be something to be made illegal!The real question should read: Why is the simple act of crossing a road restricted in the US?! Why is the motor vehicle king? Why does a pedestrian not have right of way?Actually, I can't think of any other country which treats its own citizens as such idiots so as to not trust them to manage a simple task such as crossing a road (or command a motor vehicle)! If you are unable to stop, look, look again, and decide if it is safe to cross, well, that's natural selection at work!The pedestrian has the priority in the pecking-order of transport, and so they should, they are the most vulnerable. A pedestrian has a perfect right to cross a road. A driver on the other hand has the responsibility to drive carefully and with awareness. Why would a state even think to legislate against such a thing?I would suggest that the eternal threat of a pedestrian stepping into the road at any moment would force drivers to be more vigilant and drive more carefully. My guess is that in the US the pecking-order is inverted. If, as a driver, the conditions are say, at night, in rain, no street lighting, and you're tired, then well guess what? You should drive with much more care. It is your duty to be aware for the dog that may run into the road, or the cyclist, or the child that runs after a stray ball. YOUR responsibility!!! And if anything ever happens it is YOU who will have to live with it for the rest of your life but better to live with it knowing that you did everything you could to avoid such an incident than live with it knowing that if only you'd driven slower, or not have been reading an SMS!…I say this as a driver, cyclist and pedestrian who lives in London and who has walked, cycled and driven all over the world! I say this as someone who has been on the scene, and given first aid to a lady run over and crushed by a bus whilst on a road crossing.
