What is the difference between community Medicaid and institutional Medicaid?

First, its important to understand that Medicaid is really an umbrella term for multiple programs - several of which provide benefits to the elderly and disabled.In Florida, the Institutional Care Program (ICP) and Home and Community Based Services (HCBS or sometimes called waiver) programs are for those over age of 65 or disabled, who meet Medicaid’s income and asset requirements, and who need assistance with a certain number of activities of daily living.Generally, if a Medicaid applicant needs assistance with 3 out of 6 activities of daily living or has advanced dementia, they will usually qualify for nursing home care (ICP).If a Medicaid applicant needs assistance with fewer than 3, he/she will generally be deemed able to living in the community and would then qualify for the Medicaid HCBS/Waiver program.However, in Florida at least, the HCBS programs all have waiting lists associated with them as funding for these programs are limited.
