It may not be fair but I really would not like to see the Dangerous Dogs Act 1991 repealed. It is undoubtedly a flawed piece of legislation and even if it hasn’t reduced the number of attacks on people by dogs it still provides a means to ensure that there are adequate controls on dangerous dogs. I think that the act should be improved a lot by amendment because there are too many dogs used as status symbols and not as pets. I would like to see dog licensing brought back but differently to how it operated before. It was abolished because it was simply a tax and it raised less revenue than it cost to collect. I would look to the arrangements for on-licences in the alcohol trade, where a publican must have a personal licence before his premises can get a premises licence. I would make people learn about looking after dogs and how to keep them controlled and make them take a test before they could keep a dog. I would then have a lifetime licence for each animal that would come with vouchers that could be exchanged for professional training. Its objective would not be to raise money but to ensure that dogs were well looked after and trained properly, so as not to cause a nuisance to anyone.I hold my views because I live in an area where some dogs are a real menace and they need to be controlled. Some people take the view that a dog is a dog and you can’t control bad behaviour. I think these people shouldn’t be allowed to own dogs because all dogs can be trained very effectively to control the menacing aspects of their behaviour. Well trained dogs can be very nice pets or useful working dogs and I have no problem with them. Badly trained dogs are simply a menace to the entire community. Someone in government needs to realize this and look carefully at the legislation to find the best way to remove the menace. I am open-minded on whether or not certain breeds should be banned and I’m not too concerned about fairness, just about public safety and being able to live in a community that is not excessively polluted by the sound of incessant barking.
