Gosh, I hope so. Otherwise, I’ve been breaking the law for the last 25 years.I can carry concealed in Nevada on the strength of my ID card from Reno PD. That would probably be more useful if I lived there, but I have been mostly Someplace Else for the last 25 years.Fortunately for me, Congress passed the Law Enforcement Officers Safety Act a few years back. This allows active duty officers to carry concealed anywhere in the United States, and retired officers with ten years or more of service to have the same privilege. The retired cops must have a photo ID from the agency they retired from, and a credential that says they have qualified with the firearm within the past year. In my case, living in Washington, I have to complete the course of fire for plainclothes officers that is prescribed by the Washington Criminal Justice Training Commission while an instructor certified by the CJTC watches me do it. As it happens, one of those instructors will be watching me do this next Thursday. I then send the CJTC the forms signed by the instructor with a check for $25, and they send me another photo ID that says I’m golden for another year.Out-of-state active duty officers and retired cops have what amounts to a concealed weapon permit for all 50 states. They are still subject to whatever restrictions the state they’re in places on concealed weapon permit holders. If Idaho says that concealed weapon permit holders can’t carry in an establishment that serves liquor, then the out-of-state active and retired officers can’t carry there. I made up that example. I have no idea what restrictions Idaho places on concealed weapon permit holders.This works pretty well in most states. Hawaii makes things more difficult by requiring that any firearm brought into the state be registered within a few days of arrival. New York and New Jersey (especially New Jersey) have been known to make things complicated in that they don’t allow anyone but active duty NJ cops to have hollow-point ammunition. California doesn’t like magazines that carry more than ten rounds.The upshot: yes, retired police officers can carry a gun, providing they jump through the appropriate hoops.

This is not possible. Many states, especially “May Issue” states, have no reciprocity agreements nor honor any permits from other states. Other states that are “Shall Issue” like Pennsylvania or Colorado, do not honor non-resident permits.With residency in the proper state, the maximum number of states one can carry on with reciprocity is 43. Those states are Arkansas, Idaho, Texas, Mississippi and Virginia.
