Bilateral trade between the DRC and India totaled US$ 415.39 million in 2015-16. It is a demand-driven, response-oriented programme that focuses on addressing the needs of developing countries through innovative technological cooperation between India and the partnering nation. Along with its corollary the Special Commonwealth Assistance for Africa Programme, ITEC covers 158 countries across Asia, Africa, Latin America, Central and Eastern Europe, and several Pacific and Caribbean nations. Since its inception, the programme has spent over US$ 2 billion and benefited thousands of students and professionals from around the globe and annual expenditure on the programme has averaged US$ 100 million per annum in recent years.Assistance under ITEC covers the six areas of training for civil and defence personnel, projects and project related activities such as consultancy services, study tours, donation of equipment, deputation of Indian experts in the partner nation and aid for disaster relief. Personnel training under ITEC covers a wide and varied range of sectors such as banking, IT and computers, personnel management and administrative and scientific areas. ITEC is administered by the Ministry of External Affairs of the Government of India and all expenses including international airfare, boarding, lodging and tuition fees of selected personnel are borne by the Indian authorities. Although ITEC is essentially a bilateral programme, its resources have also been used for financing trilateral and regional undertakings such as with the Economic Commission for Africa, UNIDO and G-77. In Africa, Afro-Asian Rural Reconstruction Organisation, COMESA, the African Union Commission and G-15 receive training and project support under ITEC.ITEC has been an important component of India's assistance to African nations. In recent years, India has increased its assistance to various African nations and groupings. The focus is now on areas such as transfer of technology and the development of projects like the Pan-African e-Network project that will link African nations with Indian institutions and expertise. India also continues to provide extensive opportunities for human resource development and personnel training in these countries. Garner Holt is the President and Founder. In the past, Garner Holt even wanted to work for Disney Imagineering.Now that most of the Disney Imagineers have retired, or passed away, or been laid off, the major theme parks have had to go to these other sources, to get new park attraction designed. A lot of ex-Disney Imagineers went to work for Garner Holt Productions, after being laid off, from Walt Disney Imagineering, during the past recession cutbacks, of the mid-2000s.Disney Imagineering still does a lot of master planning, but has a lot of design stuff outsourced.Famous Disney ride vehicle designer, Bob Gurr, who designed the look of many transportation vehicles like the Disney Monorails, Disney Steam Trains, and omni-mover systems, consulted on these things. Bob Gurr didn’t design any boats, though. Naval Architect Ben Ostlund, of Newport Beach, CA designed Disney’s Watercraft vessels, at WDW, DLD, TDL, and etc. theme parks. Designer George McGinnis passed away a few years ago, and he designed these things, at Disney, and ride systems for EPCOT, and Disneyland, too.Universal Creative (in Orlando, FL) has their own design staff of artists, too. It is true that India does not have anything parallel to China’s BRI, which is a mega project connecting two continents. But it is also true that Indian economy is the one-sixth of the Chinese economy in size and it is at least one decade behind China in growth. China also has the largest foreign exchange reserve in the world, so that it could spare more funds for overseas development. BRI is basically a connectivity infrastructure development projects financed through Chinese and investment in the form of loan to the host countries.India has launched some strategically important connectivity projects, as listed below:1. In South and South-East Asia, India focuses on regional and sub-regional connectivity, which include Bangladesh-Bhutan-India-Nepal (BBIN) Motor Vehicles Agreement in 2015, India-Myanmar-Thailand Highway project, and internet connectivity through India’s first SAARC Satellite in 2017. In Africa India has initiated Africa e-connect programme in 2004, which provides education and health services to all 53 countries of Africa.2. The trilateral India-Iran-Afghanistan trade and transport corridor project centred round the Iranian port of Chabahar, under which India is planning to build a rail route network to connect Chabahar with Zahedan and link it to the Zaranj-Delaram road network (also built by India) in Afghanistan. This will connect India directly to Afghanistan and Central Asia.3. In the year 2000 India initiated, along with Iran and Russia, the International North-South Corridor – the multi-modal transnational transport network that plans to connect Mumbai with Helsinki through Iran, Russia and Central Asia.4. India and Japan have finalized Asia-Africa-Growth-Corridor (AAGC) with assistance from African Development Bank 2017; which will concentrate on development and cooperation; infrastructure and digital and institutional connectivity; skill development; and establishment of people-to-people contact between Africa, South Asia, East and South-East Asia, and Oceania.These projects may not be equal to BRI but these are strategically very important.Further China’s connectivity programmes are not based on the universally recognized international norms, good governance, rule of law, openness, transparency and equality and respects sovereignty and territorial integrity of nations. China’s makes investment in the forms of loan to the host countries launched by its own government companies and workers and when the hosts are not able to repay the loan it purchases their territories and ports as she has done in Sri Lanka bu taking on 99 years leases Sri Lanka’s Hmabantota port.Should India Emulate China? NoIndia’s Development Partnership : A Soft PowerIndia should not emulate China. China is moving on the basis of her own strength. India is moving ahead in terms of her own genius. India is a democratic country and earned a considerable goodwill in developing countries through her development partnership. Similarly China is also generating coercive influence over other though BRI.South-South Cooperation is the cardinal principle of India’s foreign policy, which is implemented by India though a robust development partnership since early 1960s with other developing countries of Asia and Africa. Indian technical and Economic Development (ITEC, launched in 1964) and its sister programme and the Special Commonwealth African Assistance Programme (SCAAP) are launched in 161 countries. The programmes include Lines of Credit, grants Assistance, technical consultancy, disaster relief, humanitarian aid, educational scholarship and a wide range of capacity building programmes including civilian and military training courses. Development Partnership Administration (DPA) was established in 2012 in the Ministry of External Affairs to coordinate these programmes in effective manner. Unlike Chinese loan and investment programmes, India’s development partnership projects are launched on the basis of the priorities set up by the recipient country not by India. Of course China has more funds to advance as loan for infrastructure development, but India with her modest resources focuses on human development. One African leader remarked, ‘China does more but India does better’. You will find that most of the top diplomats in African countries are trained in India! So India can overcome BRI by her development partnership.
