Complex problem. First- NYC “homicides” still remain historically low on a “per capita” basis based on about 8 million residents. I beleive there is a sense of “the police will not respond and they have been told not to do “stop, talk and frisk.” From what I read, Chicago murders are predominately gang and street level drug trade related. This is also true in St Louis which has a higher per capita rate of murders compared to NYC and Chicago. The better question is why is St Louis so high—about 210 thus far for 303,000 residents and 90% are Black victims.
