Yes, you can request to transfer from anywhere to anywhere in India, however there are many conditions applied on transfer cases.You have to put 5 year service in railways for own request inter railway transfer.But inter division, on spouse ground, on pwd ground there is no such condition.

Yes, in Indian Railways transfer of female employee take place almost like their male counterparts.Actually you have not mentioned that whether you are seeking an inter railway transfer (changing zone/division) or it is inside you division only.Because if you want transfer in your division only then it will be somewhat easier process. (ii)The category in which he was working in the old unit is an eligible category for selection in the new unit also.
