As someone who has worked in state government and has friends all over the state and represented the community colleges of the whole state… yes. But the reasons and financials of it are more nuanced. Each think their better off without the other but they arent.There is a funny joke with southerns whenever anyone looks at a map of Illinois. Most map cut off the bottom half of the state south of Springfield because the state is so long. Kind of like they dont exist. And another funny saying is that there is a Illinois that exist south of I80 highway. A reminder to Illinois politicians to remember chicago isn't the only part of illinois. Fun fact: 1/3 from chicago to new Orleans is Carbondale, Illinois. The state is that long.A history lesson of sorts. For the most part. Up until 2000′s Illinois itself is Red and Republican. Fairly socially moderate but fiscally conservative. A you do your thing I do mine less government balanced budget basic help for poor. Chicago was Democrat did their own thing and didnt mess with the state. It was a you stay in your area we stay in ours. This all changed when a corrupt GOP governor destroyed the Illinois Republican party with his scandal. The removal of this counterweight and opposition allowed Democrat Micheal Madigan to power and further redistricting allowed him to further manipulate and lessen GOP votes by including chicago in legislative maps. Look at US congressional district 5. It includes chicago Lakeview area to nullify very red republican Arlington heights and elmhurst.With this he was able to eliminate Republican state legislators but also include more chicago Democrats as representatives for red suburban districts. They in turn brought the chicago way. A term of nepotism and union government contract and pension vote buying to state government. This is why now Illinois since last good governor Jim edgar last had a balanced budget.Budgetwise Chicago was able to survive internally all these years with corruption because as it's own entity.. minus illinois.. it makes money and has a very diversified economy. It's not Detroit who only has the auto industry. Chicago is a world alpha city. Home to banks and strong business and finanical markets, popular with tourist, central location for travel, flights and goods. Highly educated workforce for tech and medical. Home to world renown universities popular with tourist. In comparison, other then farming and soybeans, Illinois is very flat and uninspiring. In fact the rest of the state is quite poor tax wise. Places like Rockford, galesburg, east saint Louis or very poor. To the point the state has to support many services. Rural america in general has very few jobs if your not a farmer or in a oil state.This matters because Chicago actually pays or sends more money to the state coffers and income then the state sends to chicago. Take community colleges for instance. Normally local areas support their local community colleges but the state also helps if it's too poor or a shortfall. Regardless about 20% of it is state supported. This is also effects the states national guard military units as the state mandates they get free college. Which sounds great. But here's the issue. Places like morgane valley and galesburg are too poor so the state pays for and supports their colleges. The state also pays for all the veterans going to community colleges in the 45 community colleges in the state outside chicago. Or tried to with the IVG grant. Want to know how much the 7 city colleges of chicago get from the state 0%. The state may send a little MAP and fiscal aid money to individual students, but the full cost of the community colleges of chicago and the veterans attending are fully on chicago taxpayers. This is the state..equalization formula. Which in short means chicago your rich you have a tax base, you get nothing but were going to use your taxes to support poorer areas.So all this matters because in short chicago supports the state and is its main attraction but is also the reason the state in debt because of their political and practices. Illinois without chicago becomes like Iowa. Flyover country. Ironically Chicago could recover quicker and do better without illinois... and its debt. Without Illinois it would of won amazon. The state debt and its pension is so massive the state will raise taxes to the extent it will kill off business here and in effect chicago.Chicago though put the state in this postion in the first place and put them into debt. If they separate now… the state has no way to survive without the income. Without the debt the state would be fine without chicago but unremarkable as a flyover state. They treated the Illinois budget like the chicago budget but the state didnt have the income streams like chicago did. And couldn't recover.So yes they want chicago to leave and would of been fine about it 20 years ago. But we saddled them with so much debt they need chicago help and income to pay it off. Blame Micheal Madigan for this mess. Understand though that people ..even in Chicago and regardless of political affiliation are sick of how the state being run.That why Bruce Rauner won in the first place. But at the same token he just lost because of a state population of 12 million…. 8 million are in Chicago. And chicago Democrats realized they only need to win Chicagoland. They neglect and dont care about the rest of the state. Governor Blagojevich proved that by never living in the Governor's mansion. Bruce Rauner tried, and to his merit the odds and power were already stacked against him. Illinois is now Greece with the debt and both chicago and Illinois are going down together. Illinois and its chicago based politician dont care or will just put it on the backs of all citizens and blame the GOP. But they cant kick the can down the road anymore. The state is crumbling and it's their fault. But they know people and the jobs are in chicago so they'll tax those that technically cant leave as the jobs are the hostage. That's why they charge income tax for state for Indiana residents who work here. So chicago and its taxpayer are what's going to bail out the state but the chicago politicians will blame the state for the mess and say their the one supporting the state.It's sad because both Democrat and Republicans in Illinois would work together because there was a strong Illinois pride. This is still around and why Republicans still win in this state. But Micheal Madigan and his cronies only care about personally making money and power and using the state like a kingdom and personally piggyback. Only now does Madigan worry about his legacy as history and our present condition is his fault. Look to see how he going to blame Rauner or the GOP for the reason. Pritzker is already pushing this narrative. I feel for the southern illinoisans. Their honest nice hardworking people. Moderate Republicans who are sorely needed but whose voices and votes have been neutered because of corruption and redistricting.That being said….illinois as a state is very inefficient. That same moderate fiscal conservatism and you do your thing I do mine mindset led to area factionalism as no city or suburb wanted to pay for others. Which again sound great until you realize that Illinois has the 3rd most school districts in the country. 842 school districts each with their own commissioner, support staff, and buildings. Its 3rd only to both Texas which has 1220 and California. But both of those state populations are 4 times larger then Illinois. 1 district had only 1 primary and 1 high school and only serviced like 150 total students but had it's own commissioner and staff it was paying like 122k. So much money would be saved if areas combined but with the factionalism, unions, and control issues that wont happen now.PS: ironically I believe the death of the moderate Illinois GOP is the reason why nationally and federally the GOP is so right and conservative. Illinois GOP members were national leaders who reflected the fiscally conservative yet socially liberal policies of their citizens and reflected that national. Their absence and the only other replacements were the psuedo religious conservative from the southern or bible belt states. Moderate Republicans mostly come from the midwest. Such as Ohio or Illinois. By virtue of their large populations they got more reps and were able to influence policy. Their loss nationally I feel is why the GOP now is so conservative.
