To the best of my knowledge, every state requires some form of ID to register to vote, and no states allow unregistered voters to cast a ballot, so the notion that voter IDs are needed in order to prevent non-citizens from voting is not supported.Seven states have strict laws requiring providing an ID with a photo at the time of voting: Georgia, Indiana, Kansas, Kentucky, Mississippi, Tennessee, and Wisconsin.Ten states have “non-strict” requirements for photo ID: Arkansas, Alabama, Florida, Hawaii, Idaho, Louisiana, Michigan, Rhode Island, South Dakota, and Texas. In those states, alternative forms of validation are allowed. For example, if the voter is known to a poll worker or election official who can vouch for the voter’s identity, if the voter signs an affidavit, or if the voter returns an inquiry mailed to their address within an allotted time, or if the voter returns with ID within an allowed time, their vote will be counted.
