If this will change is also unclear.The second document is a long list of somewhat vague Presidential actions.The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is making clear that it doesn’t matter where you conduct your business—from a store, at gun shows, or over the Internet: If you’re in the business of selling firearms, you must get a license and conduct background checks.This is designed to reduce the number of gun sales done without background checks, the so called "Gun Show Loophole". How this will effect gun violence is unclear.The Administration is proposing a new $500 million investment to increase access to mental health care.This is a fantastic step to help address gun violence.The Social Security Administration has indicated that it will begin the rulemaking process to include information in the background check system about beneficiaries who are prohibited from possessing a firearm for mental health reasons.The Department of Health and Human Services is finalizing a rule to remove unnecessary legal barriers preventing States from reporting relevant information about people prohibited from possessing a gun for specific mental health reasons.Fantastic. Why didn't these changes happen before now? These are obvious steps to help address gun violence. That said, people make mistakes. A related process needs to be created to contest these declarations.What other actions could he take? I have one or two.First, I don't want to sell a firearm to a lunatic or criminal. To that end, I would be willing to conduct background checks as an individual when I sell a firearm if:it was fast, cheap, and voluntaryit didn't expose me to ATF review and/or molestationSecond, the president could deflect many of the "gun grabber" critics if he added to the "common sense" gun law reform to de-regulate firearm silencers.
