How are proprietary police forces regulated or accredited?

Each state decides what bodies can create their own law enforcement agencies. They're usually quasi-governmental organizations, like public colleges, hospitals, parks, water districts, and so on, but some private outfits have police, too. The Cleveland (OH) Clinic has its own police, as does private Berry College in Georgia. California doesn't allow non-public entities to create police agencies, but Stanford University gets around that by having all their public safety officers sworn as reserve Santa Clara County deputy sheriffs. This gives them peace officer powers while they're working.Proprietary police agency officers have to meet the same state standards as regular officers. They often attend the same training academies, pass background investigations, complete field training officer programs, and meet in-service training standards.Big city, mainstream police and people not knowledgeable of proprietary agencies tend to demean the generally smaller outfits. I have found this criticism to be unwarranted. I've worked for and with both small, proprietary outfits and with large ones, and I found no consistent quality level at either type. I've seen some great cops at little college PDs, and cops who were a waste of a perfectly good uniform at big outfits. There are good and bad people at all levels.[adding some detail after the question was reworded]Each state gets to decide who and what gets to call themselves "police," and sets the training and qualification standards. It's not always easy to tell real police from private security. In Maryland, you'll see armed guards in grocery and other stores wearing windbreakers or golf shirts that say "POLICE" on them, but usually without any agency insignia like a shoulder patch. There are usually "special police" who are store or contract security employees. They have the same authority as security officers in most other states, e.g., not much. Some states have accreditation standards for LE agencies, which is more of a quality certificate as opposed to an operating license. It isn't like a college's accreditation, where degrees from an unaccredited school are mostly worthless. There is also the national Commission Accrediting Law Enforcement Agencies (CALEA), which was a big deal in the 1980s, but has lost a lot of support since then. CALEA accreditation is paperwork-intensive and costly, and it hasn't proven its worth in the long run.Trivia point: Disney World in Florida could have their own police, if they wanted. When Disney World was built, the state created the "Reedy Creek Improvement District," a quasi-governmental body whose elected council members are all Disney employees. The RCID has the power to commission public safety officers, and in fact has its own fire department and EMS. They could create a proprietary police force, but instead rely on local cops who work overtime shifts on the property, in their agency's uniforms and vehicles (this is very common in Florida), with Disney paying the bills.Part of the agreement between the State of Florida and the RCID allows Disney to build a nuclear reactor on the property, if it wants to. I suspect the US Dept. Of Energy would have something to say about that, but the State of Florida wouldn't get a vote.

What are the education requirements of a Paramedic?

Here in Georgia to qualify to become a paramedic student, you must have your EMT-B certification, and prerequisite coursework in English, Math, Computers and Anatomy and Physiology. The student must then go through an 18 month classroom program, focusing on paramedic care. (This course curriculum is from a technical college - other programs have different standards.) The student must do 120 hours 3rd ride EMS units, 120 hours in the ER, 24 hours Pediatrics, 24 hours ICU, 12 hours OB/GYN and 48 hours in Surgery (Intubation Practice). Again, these hours vary among different programs. Finally, the instructor will sign off for the student to take the National Registry test, and if successful, the new Paramedic can apply for their Georgia numbers and be eligible for hiring.

Do former military medics or corpsmen get frustrated moving to EMS because they are limited on what they are allowed to perform?

Disclaimer: I wasn’t a Corpsman, but I am a Marine and I did my certification for AEMT with a former Corpsman. (Result are based on a single sample and shouldn’t be considered a general assessment.)This guy was compote the and confident from day 1. He could tell you how to patch a GSW with dirt and a lighter. He spent most of class rewriting his resume and was basically given free reign for Labs….the came the medical portion. He was so confident in his trauma skills that he had glazed over the first 1/3 of our medical portion. He was naturally pretty frustrated the next month as he had to work double time to catch up with the rest of us who quite honestly were Neanderthal level compared to him when we started. It was humbling for him to see that there was still quite a bit for him to learn. As far as “what he could do,” he’s really only limited by route of administration for most of the drugs he had (Adrenaline can’t be pushed IV as an AEMT in Georgia, and not for cardiac issues at all). He’s complained at great length that he’s not allowed to perform needle decompression at our level (so much that his nickname is Needle-D) since it’s such a simple procedure. I’m inclined to agree since they taught to Marines too and they don’t teach us crap because we have the Corpsman.
