Good GRE and TOEFL scores are necessary, but not sufficient to get into any top 10 US university.I've heard an admissions committee member of a top 10 University say this: "All Indians get high scores in GRE, and excellent recommendation letters, and well written SOPs. We don't know why, and we don't care. If the candidate's GRE score is good, and recommendation letters and SOP are good, we just ignore both of those and use other criteria. If any of those are not up to the mark, we reject the candidate."So what criteria are actually used?Preference is given to colleges in India that the selection committee members have heard of.If a student from college X with GPA/Percentage Y does well in the university, then the university starts regularly taking students with GPA greater than Y from college X. (Of course, if the student does badly, they'll increase the cutoff percentage, or worse yet, stop taking students from X.)Occasionally, they take a chance on an unheard of (for them) college, and admit someone based on a strong resume. That person pretty much holds the fate of the future students of that college in his hands.So your best bet is to apply to universities where your seniors have gone before.

During 2010 I applied to do a postgraduate degree,MSM and having studied outside the United States I was asked to send my undergraduate degree qualifications to a Foreign Credential Evaluation Agency for translation and evaluation (course-by-course evaluation). The Foreign Credential Evaluation Agency (World Education Services-WES) was specified by Embry-Riddle Aeronautical University. The documents you send for evaluation must be certified copies and sent in sealed envelope by the institution/university where those qualifications were obtained.After payment of the course evaluation fees to the agency for acourse-by-course evaluation.Your evaluation will normally be completed in seven (7) business days after receipt, review, and approval of all documents, and payment in full; I don’t recall how much I paid but according to WES website this costs about US$205. The results are then sent by WES to ERAU and you receive copies as well; mine I received by postal mail. Thereafter ERAU reviewed my application and sent me an admission letter. For the MAS degree, I did not have to submit any evaluation as I had completed my MSM and my papers had already been verified.I believe if I applied for a degree now, I will be exempt from any course-by-course evaluation because my previous academic records are already with ERAU and this would apply to any foreign acquired credential,however,if once has obtained qualifications from an American colleage the procedure is different.

Yes, you can. I personally know of just one other case in my university, but that does show that it's possible.What you must do, is overcome your CGPA. With years of work experience. 3-4 would be ideal. After such a long time, your CGPA doesn't matter as much as your experience and what your seniors think of you. Get good LORs, and go do as much extra courses on such things as you can. Explain your motivations well in your Letter of motivation, and then apply.You might also be able to show some extra research experience from your bachelor's, but I can't be sure how well will that be considered. Anyways, it can't do you harm, and might end up doing you much good.Best of luck!
