DMs & SSPs interpreted the word “consult" in different ways.SSPs began to transfer the SHOs & papers regarding transfer were sent to DMs for their approval.DMs on the other hand refused to sign the papers arguing that why they weren't pre informed about these transfers.This actually created a void in the administrative set up as the SHOs couldn't figure out what to do. SSPs have transferred them, DMs didn't. So were they transferred or not?IAS Officers argued that DMs are responsible for Law & Order.
