What can the weaker provinces in Canada do to get some power back from the federal government, dominated as it is by Ontario and Quebec?

I had thought first of whether the federal government is dominated by Ontario and Quebec. In the very most general way, I agree, it is. But, as a caution, as I have said before, bureaucratic fiefdoms matter a lot. There is also the Supreme Court of Canada, which not infrequently makes the final call on whether federal laws and policies are legal or not. There does not seem to be a big push from Canadian constitutional lawyers, even outside of Central Canada, to assert that Supreme Court decisions show an Ontario and Quebec bias.It Would Help If There Was An Entity Called English-Speaking CanadaAs I have said in some previous Answers, there is an issue for English-speaking Canada in that, institutionally, it doesn't really exist.Fortunately for them, younger English-speaking Canadians probably do not remember the pretentious and sometimes quite pompous constitutional debates of the 1960's through the early 1980's. Ontario asserted itself as the quasi English-speaking Canada. It was almost a situation where the rest of English-speaking Canada was something back there and over there, with a questionable entitlement to speak.Can anybody blame the Ontarians, their elites, and their provincial government, for looking after their own interests? They had resources. I have lived in all four of the western provinces. While it is unpleasant for older Western Canadians to hear, I think the region was too primitive, in some senses, at the time, to counterbalance, not just Ontario's demographic and economic weight, but its substantial capacity to grind out ideology and myths about Canada. The Toronto area in particular had by far the greatest concentration of academics, writers and artists. It was by far the centre of English-language television production. Toronto had by far the biggest pool of rich donors to academia and the arts. There just wasn't all that much in the West. No city had a critical mass of population and inherited, long-term wealth, to support a “class” of people who could “critique” the English-Canadian whole.I do not have the personal experience of living in Atlantic Canada, but they were similarly disadvantaged. At the time of the 1971 Census of Canada, the Halifax Census Metropolitan Area, then and still the biggest one in Atlantic Canada, had a population of 260,672. The Toronto CMA had 2,699,927.In fact, the 1971 Census reminds us how dominant Toronto was, compared to the cities of the West. Calgary, nowadays a Canadian ideological powerhouse, had a CMA population of 418,510. Currently, it is getting on 1,400,000. Vancouver had a CMA population of 1,082,441. From the viewpoint of the the provincial Premiers, the provincial governments, and much of their populations, each province was “about” their economy, none of them diverse. Complaining about the dominance of the “East” wasn't enough. It would have fallen on the West in particular to present a common, coherent vision of English-speaking Canada to that of the Ontario elite. It didn't.Ontario is still by far the demographically dominant part of English-speaking Canada. However, the western provinces, collectively, now have the intellectual resources to challenge the elites of Ontario. But, there isn't that collectivity. Provincial governments, by nature, are provincial in orientation. They all have civil services that have no mandate but to address the affairs of that one province.Who, in the four western provinces, or the four eastern ones, is prepared to engage in a discussion about what English-speaking Canada means or should? Where is there a forum where there can be a dialogue about that? Who would be prepared to resist assaults on that forum for being “anti-Quebec” or being simply a runway for the alt-right, and just creeping Americanism? And, who in English-speaking Canada, is prepared to moderate either a social media or elite forum, with rules that would refute those attacks?Walking Away From PowerIt is getting towards fifty years since the 1971 Census, but, I maintain that the provincial governments of English-speaking Canada are still acting as if Calgary was a cowtown, and Vancouver a very pleasant, rainy isolate, so very far away. Maybe this is inevitable, because the provincial Premiers are not milennials, they are all white males who present themselves as middle class, and maybe they remember what they see as better days.So, the provincial government of Alberta is still “about” oil and gas, British Columbia is about forestry, fisheries and the ecology, Saskatchewan, about agricultural exports and, increasingly, oil. I am biased, because I am self-identifying Manitoba expat, but I maintain that the Manitoba provincial government is the least “about” of the four. You could identify a range of issues that compete for public attention in Manitoba and its legislature, agriculture, Winnipeg's diverse industrial base and transportation hub, White Ethnic multiculturalism, pristine wilderness areas, the issues around generating electricity for export, Lake Winnipeg in need of help, floods, and indigenous affairs, both rural and urban.If a western or eastern Canadian provincial government, or people in it, really want to be heard nationally, than they have to accept that there is a national polity. But, the federal legislature, and its bureaucracy, will never represent it. It can't. It is futile to deny that the Quebecois are a sort of nation. They have a right to be it. Anyone beyond any province but Ontario, reaching out in Canada, would need some recognition of English-speaking Canada as a unit, not parochial and disconnected provinces.I do not think the governments, or much of the people in the three western provinces, want to accept a common English-speaking Canada. Can anyone imagine Alberta, or British Columbia, or for that matter, Newfoundland and Labrador, or Prince Edward Island, agreeing to do that?It would also mean, a lot of people in each province compromising on their identities, or even accepting a melding of interests with the people of Ontario. What if, after one more outcry from Alberta about oil, gas and pipelines, some substantial group in Ontario said, OK, were are ready to listen, provided we advise you about our issues with urban land use, rent controls, our fading manufacturing base, the costs and alternatives for rapid transit, ethnocultural and racial affairs, when the Greater Toronto Area has more people of a given ethnicity than the total population of some provinces, or who will dare to tax Ontario's very large share of Canada's top 1% population.My guess is, that the reaction from most of the other English-speaking provinces would be, no, we cannot be bothered, those are not issues we care about, you have no examples to give us, you are far away, we do not like what you stand for, so we do not care about your problems. Who wants to lose the concept of “Ontario privilege”, and differentiate between a British-origin economic king in Bay Street, versus an Italian-Canadian industrial worker in Sault Ste. Marie, and somebody who builds cars in Windsor?Share Resources, Share Positions, Compromise, Stop Talking Ideology, And Share Provincial Political Sovereignty When You Need ToThe English-speaking provinces will not do too much together if it is all about ideology. The Albertans and the British Columbians are not going to convince other English-speaking Canadians, by shouting their competing ideological visions at them. Their provincial premiers have been trying to do that. It won't work. If it was going to work, it would have worked by now.I believe that, some of these so ideologically-based positions are the result of doing nearly useless shrieking at the federal government. It has got to be a habit. And, if the Conservative Party of Canada wins the upcoming federal election, it will have done so because it picked up seats in various places, including the nemesis Ontario. And Quebec will be there just the same, a big block that will have heavy input into any federal government that wants to get reelected.But, the provinces have a lot of powers on their own. Who, in the Toronto power cockpit, or Quebec City, could stop at least some of the English-speaking provinces from doing things like the following:-Agreeing to one common standard for road transportation.-Issuing one common driver's licence.-Agreeing to common access to all hospitals, and agreeing that some given hospitals will provide care in some specialties, for everybody in the provinces of agreement.-Agreeing that being in their part of Canada means no provincial trade barriers at all, not for alcohol, not for tobacco, not for anything.-Agreeing that there are not going to be any provincial barriers to labour movements. So, if you are a plumber in Winnipeg, you are a plumber in Fredericton.-Agreeing to share out post-secondary educational resources. So, for example, on the Prairies, one university does its very best in engineering, one in architecture, one in physics, one for dentistry, and so on, no out-of-province fees, and one common list of applicants.-Agreeing to one common registrar and one set of standards for all credit unions, and they no longer need separate provincial licences.-Agreeing to one regulator for all provincially-controlled financial institutions.-Agreeing to one regulator for all provincially-controlled securities exchanges.English-speaking Canada would look a lot more like one country. And, neither Ontario, nor Quebec, get to exercize compulsion. The smaller provinces do not participate unless they get enough of what they want, because they are still in charge.Or, take it further, seven provincial Premiers banging on the table, in the same way, is far more impressive to the federal government, than one self-interested Premier, crying out in order to win their next provincial election. (I say seven, because New Brunswick has a special status, being by far the closest thing to a truly bilingual province.) Those seven provincial premiers demand that:-Within constitutional limits, the federal government authorizes a consortium of provincial governments, creating a common authority, to charter banks and interprovincial insurance companies, and interprovincial pension plans.-Their one common regulator, being given delegated authority to regulate railways, and pipelines, in the seven province common region.-The same for regulating domestic airlines.-And, the same for regulating and developing ports.I Will Make a PredictionIt won't happen. I think that a lot of English-speaking Canadians are content to leave the identity of English-speaking Canada at the level of the National Hockey League and beer. They are wilfully naive about how self-interested provincial Premiers, and their bureaucracies are.And, among the elites of Canada, I do not think there is all that much interest in promoting the idea to Albertans and British Columbians that an average English-speaking Canadian, is an average English-speaking Canadian, from coast to coast to coast, and that you can live in suburban Edmonton, and be far closer in your aspirations and values to your co-suburbanite in Saint John, than to a wheel at the Calgary Petroleum Club.It is just too much of a leap. Your are asking a Manitoban to take as much interest in the welfare of people in Saint John, as they would for people in Dauphin. English-speaking Canadians have been trained into believing the province is everything.And, without changes like the above, things will stay the same. It will be the provincial governments and elites of Ontario and Quebec, competing against a jumble of disconnected provinces, where even the common person, doesn't want to consider alternatives.Martin Levine
