I graduated from this second degree program. It is the best investment I ever made in Canada (I came to Canada in 2003). ROI for this program is awesome, at least for me. I strongly suggest prospective students in this program to take advantage of co-op. I did an 8-month co-op. I know some people did one year co-op. Co-op is tremendously helpful. Not only will it pay off your tuition for the entire program, it will also help you establish your network in local IT industry. If a shining GPA is not your ultimate objective and/or your have family responsibility, search "work learn ubc" to find jobs on campus (a type of wage subsidy program).

I was the youngest of six kids. When I was born my father had just begun serving a five year stint in prison supposedly for check fraud. My mom was 30 years old, with no job skills and six children. Because of these aid programs, and my mom being exceptionally self-sacrificing and good with money, we had a roof over our head and healthy meals each day. We were receiving about $700 a month.My entire life, my mom never bought herself new clothes to insure we would have enough money each month to live each week. She made our clothes as long as we were willing to wear them. She never drank or had men over to our house. She kept the ramshackle house we lived in spotless and she managed to keep all of us out of juvenile hall and off drugs. We never had a car and had to walk to the grocery store and carry back what we purchased. One of us even went on to college, then law school, graduating magna cum laude.I cannot say what would have happened for certain if there was no welfare. As Aslan says in the Narnia Chronicles, “"No one gets to know what would have happened…” However, I am confident that if that had not been available to my mom and family, what would have happened would have cost the government a great deal more than it did. No one wants a boy as smart as I was as a criminal on the streets.I was very ashamed of being on aid as a child but I've come to realize something as I've gotten older and a little wiser. While poor people are made to feel shame for accepting aid, it is employers that pay low wages who are really benefitting. Essentially, aid to dependent families is a wage subsidy that makes it possible for large employers, like Walmart, to pay lower wages with the wage subsidy covered by middle class taxes in various forms - another corporate tax break. If you want to reduce the cost to government for subsidies raise the minimum wage to an amount that families can actually survive on.

No. A wage subsidy pays the low-wage employee more, the more hours she works; the simplest wage subsidy program would top up the worker’s wage, so that her total subsidy would increase in proportion to the hours she worked. That would indeed reduce the wage that employers need to pay to attract the workers they need.But UBI is not a wage subsidy. UBI pays everyone a base amount. Depending on the design of the overall tax system, workers may be entitled to keep the entire UBI payment, typically as long as their income from work remains below a threshold. But as long as the tax system includes income taxes, the net payment to the worker will generally taper off once her income crosses the threshold; the more she works, the smaller will be the net payment - the difference between UBI and taxes paid on labor income. Both the base income subsidy and the tax will discourage (to some extent, at least) the employee from working as many hours as she would in the absence of UBI (or any other public intervention in the low-skilled labor market.). As a result, employers must pay higher wages to secure the labor force they need, again compared to no intervention at all.None of this is dispositive as to whether UBI is a good or bad idea, particularly compared with current welfare system. The bottom line is simply that UBI is not equivalent to a wage subsidy, whose impact on labor supply would be quite different.
