A truly excellent vehicle. While with the Abrams you get an outdated and stripped down model, with the Leopard 2 you get the best of the best.Secondly, let’s look at upgrade options. Say you have an older Leopard 2A4 and you want to improve its capabilities. Or you buy a 2A4 now for a cheap price, thinking of improving it down the road. You have tons of options!Leopard 2A4 RevolutionLeopard 2 RUAGLeopard 2 NGLeopard 2 PLWell, what about upgrading an Abrams with an “after-market” kit.There are no such kits for the Abrams. If you want an improved tank, you basically have to ship your M1A1 to the US and pay a high fee for General Dynamics Land Systems to essentially take its turret off, strip its hull, and put an all-new (and expensive) M1A2 turret on (again, minus the DU). Or you can buy a Leopard 2A4 for a cheap price and later on slap on the Revolution-upgrade, giving you an almost new tank with a cheaper and easier to install kit. Not hard to see why the Leopard 2 is a better choice on the export market.

But you can’t effectively ban the item itself because how could you possibly regulate that in a purely objective way? At what point would it become illegal? Is a block of metal illegal? What if there’s a hole drilled in it? 2 holes? 3 holes? Where is the line?In reality, this would end up like Maryland’s ban on tannerite, which doesn’t actually ban the components; it only bans sets that are marketed as binary explosives. So you might see a law banning kits marketed as 80% lowers. Which would just lead to the same items on the market under a different name. They’d be “non-firing AR lower doorstops” or something like that, just like you can find “fuel filters” or “solvent traps” that are totally not suppressors waiting to have an extra hole drilled in the end…
