Sometimes to get help with housing for instance, a military veteran is asked to present his copy of DD-214 to show that his service was characterized as ‘other than dishonorable’ which basically means he didn’t get a straight honorable characterization at the bottom of his DD-214, but rather, in most cases, he ended up with an ‘other than honorable’ characterization or ‘general under honorable’ even.Guys that get these types of discharge chacterizations face many barriers imposed by the idiosyncratic system they are exposed to in offices which administer the Supportive Services for Veterans and their families (SSVF) program for homeless veterans for instance. The SSVF is not for guys that did receive a straight honorable discharge, trust me, AND if you look at the ‘fine print’ you will discover this yourself.I tried to apply for SSVF once in a very difficult socioeconomic situation and was basically put off by staff who handled my request for assistance by treating me as if I didn’t really exist for their purposes when I was acutely homeless. I was service-connected but getting nothing from VA at the time.Many of these guys don’t even possess a copy of their own DD-214 and have great difficulty with getting their own ‘mail’ let alone keeping records with their person or accessible through friends or families which they be estranged from.If a military veteran has a veterans ID card from the Department of Veterans Affairs, then chances are he get something done without the benefit of actually having his own DD-214 to present, if he goes to the right people and HUD-VASH and homeless coordinators in regional VA medical centers know what to do in these cases.There are so many ‘catchment’ aspects too when it comes to these SSVF staff, however, well-intentioned they might be. If a guy hasn’t ‘resided’ sleeping rough in the particular county where he applies for SSVF services, perhaps because the Kroger dumpster he was sleeping behind was just outside the catchment area for whatever services the SSVF people were contracted for, and if he wasn’t there in the right county area for 90 days, then perhaps he was kindly dismissed by staff who were trained and available to help him.Many of these crazy scenarios develop as barriers because until the Department of Veterans Affairs actually started listening to some of the veterans stories and getting some consults done with people who knew how to ferret out the obstacles in place imposed by the ‘system’ then many guys fell by the wayside.During my military career, part of my duties in an administrative role was the processing out or as we say ‘admin out’ of guys who committed minor infractions against the UCMJ and the chain-of-command was pisssed at them, so the Executive Officer would order me to start the paperwork to get them the administrative separation that he believed the servicemember deserved.The problem with the way things were done in the military then was that in many cases I noticed on cursory review that these guys administratively processed for early separation were not such bad eggs really because many had worked long hours and really did try not to get in trouble, but some had suffered difficult personal circumstances like family problems, increasing their stress, that precipitated minor UA infractions or behavioral problems which got them placed on report and NJP one too many times.
